The organization is shifting towards strengthening national capacities and promoting nationally-led solutions, focusing on food security, nutrition, resilience, and school meals.

Job Purpose

The Programme Policy Officer (Gender, Protection and Inclusion) will play a crucial role in advancing WFP Tajikistan's Country Strategic Plan by ensuring that programmes are designed and implemented with a strong focus on gender equality, protection, and inclusion. This involves providing technical and operational support to mainstream these priorities across the entire programme cycle, from assessment and design to monitoring and reporting. The role requires integrating considerations for equitable participation, women's leadership, economic empowerment, digital and financial inclusion, and the protection of marginalized groups. The incumbent will also be responsible for supporting data collection, analysis, and risk assessment related to these areas, contributing to evidence generation and programme adaptation. Furthermore, the position involves fostering partnerships, strengthening the capacity of staff and partners, and representing WFP in relevant coordination mechanisms to ensure WFP's humanitarian and resilience programmes are people-centred, accountable, and responsive to the diverse needs of all beneficiaries, including those at risk of exclusion.

Responsibilities

The Programme Policy Officer (Gender, Protection and Inclusion) will be instrumental in advancing WFP's commitment to people-centered, inclusive, and accountable programming in Tajikistan. Key responsibilities include contributing to the development of program strategies, mainstreaming gender and protection principles across the entire program cycle from assessment to reporting, and ensuring equitable participation and women's economic empowerment. The officer will oversee data collection and analysis to embed gender and inclusion considerations into vulnerability assessments and targeting processes. They will also conduct research on policy and operational issues, identify and mitigate risks related to exclusion and discrimination, and prepare comprehensive reports. Furthermore, the role requires fostering partnerships with government bodies, NGOs, and community organizations, and leading capacity-building efforts for WFP staff and partners on these critical areas. A significant aspect of the role involves serving as a focal point for the Prevention of Sexual Exploitation and Abuse (PSEA), ensuring awareness, compliance, and effective referral pathways.
