WFP operates in diverse, multicultural environments, emphasizing inclusivity and investing in employee development. This role is based in Adre, Chad, supporting WFP's mission to deliver effective humanitarian assistance.

Job Purpose

The Programme Associate will provide specialized support and technical analysis for gender, protection, and inclusion (GPI) initiatives within WFP's field operations in Adre, Chad. This role is crucial for ensuring that WFP's assistance effectively addresses the needs of vulnerable populations by integrating protection, gender, and inclusion considerations into all program activities. The associate will be responsible for identifying and mitigating protection risks, implementing and monitoring GPI action plans, and fostering accountability to affected populations through community engagement and feedback mechanisms. Additionally, the role involves promoting awareness and adherence to policies on Protection from Sexual Exploitation and Abuse (PSEA) and coordinating with internal teams and external partners to mainstream GPI principles. The objective is to enhance the quality and impact of WFP's humanitarian response by ensuring it is rights-based, inclusive, and responsive to the specific needs and vulnerabilities of the communities served.

Responsibilities

The primary responsibilities involve integrating protection, gender, and inclusion (PGI) into all World Food Programme (WFP) field operations. This includes identifying, analyzing, and mitigating risks related to these areas, and ensuring PGI considerations are embedded in program activities, as well as in evaluation, monitoring, analysis, and data collection processes. The role requires implementing and monitoring priority PGI actions defined by the Country Office, conducting regular field visits to oversee the implementation of protection and inclusion measures, and following up on recommendations from field missions and risk assessments. A key aspect is providing technical support and capacity building to WFP teams and partners to enhance PGI integration. Furthermore, the position is responsible for accountability to affected populations (AAP) and community engagement, which involves consulting affected communities to understand their needs and concerns, developing and disseminating accessible information, and supporting feedback and complaint mechanisms, particularly for vulnerable groups. Ensuring the implementation and monitoring of the Prevention of Sexual Exploitation and Abuse (PSEA) action plan, raising awareness about PSEA principles and reporting mechanisms, and coordinating with various stakeholders are also crucial. Finally, the role entails regular coordination with WFP teams, partners, and community actors, participating in relevant coordination mechanisms, and preparing periodic reports on PGI activities, ensuring data quality, accuracy, and confidentiality.

Work Experience

Proven experience is needed in integrating protection, gender, inclusion, and accountability to affected populations (AAP) into humanitarian programs. The role also demands experience in conducting protection risk assessments, field monitoring, community engagement, working with partners and local authorities, facilitating training, capacity building, and technical support.
