WFP works in emergencies and uses food assistance to support recovery from conflict, disasters, and extreme weather. We embrace diversity and are committed to equal employment opportunities, fostering an inclusive and high-performing work environment.

Job Purpose

The Programme Policy Officer (Fortification Technical Advisor) will provide embedded technical expertise to the Coordinating Ministry of Food in Indonesia, focusing on rice fortification, food safety, and nutrition. This role is critical for translating national standards into large-scale implementation, facilitating coordination across ministries, and supporting evidence-based planning for the integration of fortified rice into national programs like Makan Bergizi Gratis (MBG). The incumbent will lead the development of pilot implementation models, establish inter-ministerial coordination mechanisms, and provide decision-support materials to government counterparts. The objective is to achieve measurable progress in operationalizing rice fortification, ensuring alignment between policy, technical, and operational aspects, and mobilizing technical expertise from various stakeholders to address micronutrient deficiencies at scale.

Responsibilities

The Programme Policy Officer will serve as an embedded technical expert on rice fortification, food safety, and nutrition within Indonesia's Coordinating Ministry of Food. A primary responsibility involves leading the development and government validation of a pilot implementation model for integrating fortified rice into national programs, specifically the Makan Bergizi Gratis (MBG) initiative. This encompasses translating policy and technical priorities into actionable implementation pathways and providing targeted technical advice to government counterparts. The role is critical for facilitating structured coordination and institutional alignment across relevant ministries and agencies, such as BAPPENAS, MoH, MoA, BULOG, NNA, and NFA, at both national and subnational levels, ensuring harmonized policy, technical, and operational inputs. Furthermore, the officer will be responsible for evidence and decision support, developing comprehensive materials like briefs, presentations, and recommendations to inform government decision-making and identify operational options and trade-offs for scale-up. Strategic liaison between WFP and the Government is paramount, ensuring seamless communication, proactive identification of risks, bottlenecks, and opportunities, and aligning government processes with agreed program objectives. The role also includes mobilizing and coordinating technical expertise from WFP, partners, and the private sector, facilitating knowledge sharing, and identifying opportunities for scaling and future collaboration to achieve measurable progress in operationalizing rice fortification within national programs.

Work Experience

Requires a minimum of five years of progressive professional experience in programme management or government coordination. Demonstrated experience in food fortification, particularly rice fortification, food safety, and nutrition analysis, is essential. Prior experience with governments or UN agencies is advantageous.
