Job Purpose
The Programme Associate - Emergencies will support the execution of WFP's emergency operations in Bolivia under the supervision of the Head of Programmes. This role is crucial for ensuring the timely and effective delivery of humanitarian assistance. The associate will lead the management of emergency projects, overseeing activities such as beneficiary selection, registration, and distribution of food or cash transfers, ensuring adherence to humanitarian principles and WFP standards. Key responsibilities include coordinating with various units, integrating technical expertise, participating in rapid needs assessments, conducting field visits for monitoring and improvement, and preparing accurate reports for decision-making. The position also involves managing partnerships with implementing partners, maintaining communication with government counterparts and affected communities, and representing WFP in relevant meetings. A significant focus will be on coordinating and implementing anticipatory actions and disaster risk reduction strategies, strengthening institutional and community capacities to respond to emergencies.
Responsibilities
The Program Associate for Emergencies, under the supervision of the Head of Programs, is responsible for supporting the execution of emergency operations in Bolivia. This includes leading emergency project management, monitoring field activities, and coordinating with various units and staff involved in cash transfers and the SCOPE platform. The role ensures timely and effective humanitarian aid delivery by overseeing beneficiary selection, registration, food or cash distribution, and follow-up activities, adhering to humanitarian principles and WFP standards. The Associate will liaise with cross-functional expert teams to integrate technical support into emergency activities and develop relevant tools. They will participate in rapid needs assessments and evidence-based response proposals, conduct field visits to identify improvements, and propose measures for better execution and quality compliance. Reporting accurately on emergency operations is crucial for informed decision-making and donor communication. The role also involves monitoring agreements with implementing partners, managing procurement processes, and analyzing proposals. Maintaining communication with government counterparts, humanitarian partners, and affected communities, while representing WFP in meetings, is essential. Furthermore, the Associate will coordinate and supervise anticipatory actions, identify risk indicators, support forecast-based financing, and facilitate capacity building for anticipatory actions. They will also contribute to disaster risk reduction and community resilience strategies, promote multisectoral prevention approaches, and support the integration of preventive measures into WFP's programmatic interventions, particularly in food security and nutrition. Expected outcomes include the efficient implementation of emergency, anticipatory, and prevention activities, strengthened institutional and community capacities, robust coordination mechanisms, and the integration of risk management and resilience approaches into WFP programs.
Work Experience
