Organizational Context

This position is based in the WFP Djibouti Country Office, reporting to the Head of Programme. The role involves significant independence, managing junior staff to achieve programme and policy objectives. The job holder will engage in complex programme and policy activities, contributing to performance improvement and ensuring alignment with WFP's mission.

Job Purpose

To support and drive policy and programme activities that effectively address food assistance needs and contribute to WFP's strategic objectives. This involves contributing to project development, providing project management support for complex initiatives, and ensuring alignment with WFP standards. The role requires developing and coordinating data gathering and monitoring systems, conducting research and analysis on policy and operational issues, and preparing timely reports. Collaboration with UN agencies, local partners, and authorities is crucial for identifying strategies and responding to community needs. The position also entails supporting resource mobilization, capacity building for staff and partners, and leading teams to ensure high performance in delivering humanitarian assistance.

Responsibilities

The role involves contributing to the development of diverse projects, plans, and processes, ensuring alignment with organizational policies. A key responsibility is providing project management support for complex programs, adhering to WFP standards. This includes developing and coordinating data gathering and monitoring systems with high-quality standards. The position requires researching and analyzing policy and operational issues to inform program development and contributing to accurate, timely reporting for informed decision-making. Collaboration is essential, involving engagement with UN agencies, local partners, and authorities to identify strategies and projects that address community needs. Liaising with internal and external counterparts ensures effective collaboration, project monitoring, and risk identification. The role also supports the development and management of partnerships to enhance food assistance packages and contributes to resource mobilization efforts by articulating needs and opportunities. Furthermore, it involves supporting capacity building for staff, partners, and governments in food assistance response and leading/motivating teams for high performance. A proven track record in emergency and development program management, strong analytical and communication skills, and experience in capacity building are crucial.

Work Experience

The role requires experience in implementing programs, providing policy input, and skills in livelihoods analysis, social protection, and program development. Candidates should understand household livelihood strategies and resilience frameworks. Experience in field operations, managing budgets, leading teams, and participating in negotiations is beneficial. Strong analytical skills are essential. A minimum of 5 years of experience is desirable.
