Job Purpose
The Programme Associate (CBT) will provide essential operational and technical support for the planning, execution, monitoring, and reporting of Cash-Based Transfer (CBT) activities. This role is crucial for ensuring the timely and safe delivery of assistance to affected populations by managing the end-to-end CBT process, including beneficiary data, transfer calculations, disbursement scheduling, and reconciliation with financial service providers. The associate will also assist in managing agreements with service providers, monitoring performance indicators, supporting market assessments, and contributing to risk management within the cash delivery chain. This position requires close coordination with various units to ensure alignment with distribution plans and funding, and involves maintaining accurate records and participating in field missions to verify last-mile delivery and beneficiary feedback.
Responsibilities
The Programme Associate (CBT) role provides crucial operational and technical support for Cash-Based Transfer (CBT) activities within the World Food Programme (WFP). This position is integral to the successful planning, execution, monitoring, and reporting of CBT initiatives, ensuring adherence to WFP policies, donor stipulations, and agreements with financial service providers. Key responsibilities include managing the end-to-end CBT delivery process, from beneficiary data management and transfer value calculations to disbursement scheduling and reconciliation with financial partners. The role involves assisting in the preparation and monitoring of Field Level Agreements with service providers like banks and mobile money operators. It also requires close coordination with Supply Chain, Programme, and Finance units to align CBT pipelines with distribution plans and funding. A significant aspect is monitoring performance indicators, identifying and reporting discrepancies, and contributing to risk management by proposing mitigation strategies for potential bottlenecks in the cash delivery chain. The associate will also support market assessments, conduct due diligence on service providers, maintain accurate records, participate in field missions for verification, and assist in preparing reports and training materials for staff and partners. This role is vital for ensuring timely and safe delivery of assistance to vulnerable populations.
Work Experience
Requires a minimum of 6 years of related experience in fields such as humanitarian work, development, social protection, cash assistance, retail operations, program implementation, monitoring, or beneficiary management.
