Fundraising and Regulatory Advisory Consultant

WFP's Partnerships Strategy aims to mobilize resources, expertise, and influence to advance progress towards Zero Hunger. In Türkiye, WFP is exploring opportunities to strengthen its resource mobilization efforts and broaden engagement with private sector actors, philanthropies, foundations, and individual donors. The consultant will provide strategic and technical guidance on fundraising models and regulatory requirements within the Turkish context.
Job Purpose
The Fundraising and Regulatory Advisory Consultant will provide strategic and technical guidance to WFP Türkiye to assess, design, and potentially operationalize fundraising mechanisms that comply with Turkish legal and regulatory requirements. This involves a comprehensive assessment of the Turkish legal and regulatory framework governing fundraising and charitable giving, including summarizing legal requirements, restrictions, approvals, reporting obligations, and compliance considerations. The consultant will also conduct a fundraising landscape analysis, mapping potential mechanisms, benchmarking against comparable organizations, and identifying prospective partners across various channels. Furthermore, the role includes developing a fundraising strategy and recommendations for WFP Türkiye, advising on implementation, risks, and stakeholder engagement, and supporting discussions with relevant parties. Knowledge transfer through training sessions and documentation of lessons learned is also a key responsibility, culminating in a final recommendations report and implementation roadmap.
Responsibilities
The consultant will provide strategic and technical guidance to the World Food Programme (WFP) in Türkiye, focusing on assessing, designing, and potentially operationalizing fundraising mechanisms that comply with Turkish legal and regulatory requirements. This involves a comprehensive review of the existing fundraising landscape to identify opportunities and constraints, leading to recommendations for viable approaches to support future resource mobilization efforts. Key responsibilities include conducting a thorough legal and regulatory assessment of Turkish laws governing fundraising and charitable giving, summarizing requirements, restrictions, and compliance considerations. A fundraising feasibility study will be completed, mapping potential mechanisms and benchmarking against similar organizations. The consultant will analyze at least 30 prospective partners across various channels like individual giving, private sector engagement, and digital fundraising. Strategic advisory support will involve developing a fundraising strategy for WFP Türkiye, contributing to the broader Partnerships Strategy, and advising on implementation, risks, and stakeholder engagement. Knowledge transfer is crucial, requiring at least two training sessions for WFP personnel, documenting lessons learned, and presenting a final recommendations report with an implementation roadmap. The role also includes developing engagement plans and briefing materials, and performing other related partnership tasks as requested.
Work Experience
Requires at least nine years of progressive postgraduate professional experience in areas such as resource mobilization, private sector engagement, stakeholder relations, business development, strategic communications, partnership development, international development, or corporate affairs.
