Job Purpose

The Programme Assistant (School Feeding) will support the implementation and strengthening of the National School Feeding Programme in Timor-Leste. This role is crucial for improving children's nutritional status and educational outcomes by ensuring the provision of safe, nutritious meals, promoting dietary diversity, and fostering linkages between schools and local farmers. The assistant will coordinate with government ministries, school managers, and field support units to integrate project interventions, conduct joint monitoring, and provide technical assistance. Key responsibilities include supporting capacity-building activities, reporting on project progress, promoting local food procurement, and ensuring food safety standards are met, contributing to the overall effectiveness of the school feeding initiative as a cornerstone of social protection and human capital development.

Responsibilities

The Programme Assistant (School Feeding) will play a crucial role in supporting the National School Feeding Programme in Timor-Leste, aiming to enhance nutrition and educational outcomes for children. This involves close coordination with various government ministries at national and municipal levels, including the Ministry of Education and Ministry of State Administration, to ensure the effective implementation of projects, particularly those funded by KOICA. The assistant will collaborate with school managers and Field Support Units to integrate project interventions into planning, execution, and monitoring processes. A key responsibility includes supporting capacity-building initiatives through training and workshops for stakeholders. Regular joint monitoring with ministries at the municipal level will be conducted to track progress and collect data. The role also entails providing technical assistance to stakeholders and schools on planning, programme delivery, and monitoring and evaluation. Furthermore, the assistant will promote the use of local produce for nutritious school meals, strengthen linkages between schools and local farmers, and ensure food safety standards are upheld throughout the programme. This position requires a secondary school education, at least five years of experience in programme implementation, and proficiency in Microsoft Office Suite, with the ability to work under pressure and collaboratively within a team.

Work Experience

The role requires at least five years of experience in program implementation. Proficiency in Microsoft Office Suite (Windows, Excel, Word, PowerPoint, Outlook) is essential. The candidate must demonstrate the ability to meet deadlines, work effectively under pressure, and function both independently and as part of a team.
