Job Purpose

The Programme Policy Officer (NOC FT) in Dar es Salaam, Tanzania, will serve as the Strategic Outcome 1 Manager, leading initiatives focused on crisis-affected populations, refugees, and disaster risk management. This role involves overseeing activities to meet essential food and nutrition needs, build resilience to shocks, and support government preparedness and response to disasters. The incumbent will manage refugee operations and collaborate with national and sub-national entities on adaptive social protection, disaster risk reduction, climate resilience, and anticipatory action. Key responsibilities include leading programme implementation, resource mobilization through donor engagement and proposal development, ensuring timely reporting, and providing strategic advice to government stakeholders. The position requires strong coordination with government agencies, UN partners, and NGOs, contributing to WFP's objective of shifting towards proactive, risk-informed disaster management programming in Tanzania.

Responsibilities

The Programme Policy Officer is responsible for leading Strategic Outcome 1 (SO1) and Activity 1, while providing oversight and support for Activity 2. This involves directly managing Activity 1, which focuses on assisting refugees and vulnerable populations impacted by crises. The role also entails providing strategic direction and supervision for Activity 2, aiming to enhance the synergy between climate change adaptation, disaster risk management, anticipatory action, and social protection systems at national and sub-national levels. A key responsibility is leading WFP's emergency response efforts when necessary, in close collaboration with Activity 2 and other technical leads. Furthermore, the officer will spearhead SO1 resource mobilization by engaging with donors and developing funding proposals, ensuring timely and high-quality reporting on both financial and technical aspects. The position requires active participation in UN processes, including the development of Joint Work Plans, and contributing technical input to stakeholder working groups. The officer will also review various program-related documents and advise the government on program engagement, while supporting overall program management activities.

Work Experience

Requires over 5 years of postgraduate professional experience in Programme management. Essential experience includes disaster preparedness and response, such as planning and managing DRM, Social Protection, Anticipatory Action, and Refugee programs. Proven experience in managing both teams and projects is necessary, along with demonstrated engagement with government, UN, and NGO partners.
