Organizational Context
The position is based in the WFP El Salvador Country Office, reporting to the Supply Chain Officer. The incumbent will work closely with Programme, Finance, Administration, and Monitoring & Evaluation units, as well as government counterparts, cooperating partners, and other stakeholders. This role involves independently managing technical and specialized tasks, including planning, organizing, and coordinating logistics operations to ensure timely, efficient, and cost-effective assistance delivery.
Job Purpose
The Logistics Associate is responsible for coordinating the planning and execution of the Country Office's logistics operations. This includes providing technical guidance and supervision to ensure timely, efficient, and cost-effective services across all assistance modalities. The role ensures comprehensive management of transport and distribution, supplier oversight, product traceability, emergency preparedness, risk analysis, and capacity building for partners and counterparts. The objective is to guarantee systematic support and logistical optimization through close collaboration with various units, contributing to WFP's mission of saving lives and changing lives.
Responsibilities
The role involves defining and maintaining logistics plans and priorities aligned with country office strategy, programmatic needs, and donor requirements. It includes providing specialized support to logistics operations, ensuring the effective supply of food assistance and other items to beneficiaries. Key responsibilities encompass planning, coordinating, and monitoring the transport, reception, handling, delivery, and distribution of various goods, ensuring adherence to timelines, quantities, conditions, and authorized destinations. This includes designing and reviewing routes, dispatch schedules, loading plans, and last-mile arrangements, considering reception windows, vehicle capacity, and service continuity. The position manages logistics activities related to supplier contracting, performance monitoring, and contract administration, including market information gathering and supplier evaluations. Maintaining product visibility and traceability from origin to final destination, ensuring data integrity in corporate systems, is crucial. Adequate controls for receiving, dispatching, reconciling, and closing movements, including documentation and issue resolution, are required. The role also involves coordinating and supervising third-party storage arrangements, managing complex operational issues with a focus on client service excellence, and overseeing budget preparation, monitoring, and review. Collaboration with government institutions, cooperating partners, UN agencies, and other actors is essential for facilitating operations and strengthening capacities. The position requires conducting supply chain analyses, contributing to operational planning, managing local and international logistics documentation, and producing comprehensive reports with recommendations for informed decision-making. It also entails coordinating with stakeholders, providing specialized logistics analysis to optimize supply chains for other institutions, managing and mentoring staff teams, and participating in emergency preparedness and response activities.
