Job Purpose
The Programme Policy Officer (EPR & URT) will be responsible for the overall programme management of Emergency Preparedness and Response (EPR) and Unconditional Resource Transfers (URT) activities. This includes strategic planning of distributions, leading emergency responses, and coordinating with internal teams and external partners to ensure operational excellence. The role involves targeting vulnerable groups, integrating cross-cutting issues like nutrition and gender, and managing budgets. The incumbent will also engage with donors, contribute to funding proposals, and build strong relationships with cooperating NGOs. This position requires strong leadership, planning, and communication skills to effectively manage complex humanitarian operations and contribute to WFP's mission of saving lives and changing them for the better.
Responsibilities
The role involves comprehensive management of Emergency Preparedness and Response (EPR) and Unconditional Resource Transfers (URT) activities. This includes strategic planning for monthly food and cash distributions, ensuring alignment with available resources, and leading the EPR/URT team. A key responsibility is collaborating with the Vulnerability Analysis and Mapping (VAM) team to identify and prioritize the most vulnerable populations. The position requires close coordination with various internal teams such as finance, supply chain, and programming, as well as with Area Offices, to ensure operational efficiency. Leading preparedness efforts and responding to unforeseen emergencies is crucial. The role also focuses on fostering collaboration with other program activities like school meals, nutrition, and resilience to maximize impact. The incumbent will serve as the program focal point for operational access issues and ensure the integration of cross-cutting themes such as nutrition, gender, and accountability to affected populations. External coordination with clusters and working groups, engagement with donors for reporting and resource mobilization, and developing partnerships with Cooperating NGO Partners are also significant duties. Budget management, including planning and expenditure monitoring, is also part of the responsibilities. The role requires strong communication, leadership, planning, and collaboration skills, with a focus on achieving outcomes and upholding WFP's values.
Work Experience
Requires at least three years of postgraduate professional experience in programme implementation and project management, preferably within the humanitarian sector.
