Job Purpose
The consultant will systematize and document the experiences and lessons learned from Anticipatory Action (AA) implementation in Honduras, focusing on the work of WFP, the Honduran Red Cross, and FAO. This involves analyzing existing protocols, activations, and institutional capacities to identify best practices, challenges, and opportunities for sustainability and scaling. Additionally, the consultant will design and execute a simulation exercise for flood scenarios to test AA activation mechanisms and inter-institutional coordination among the ECHO Consortium, the Technical Group for Anticipatory Action (GTA AA), and government counterparts. The ultimate goal is to produce a comprehensive technical document and a simulation methodology that will inform decision-making, advocacy, and strengthen the national AA framework as a public risk management policy.

The ultimate goal is to produce a technical document and recommendations to strengthen the national AA framework and improve future responses.
Work Experience
The consultant must have a university degree (bachelor's minimum) in disaster risk management, international development, international cooperation, or related fields. A master's degree or specialization in risk management or related fields is desirable. Experience in knowledge management, systematization of humanitarian experiences, and facilitation of participatory processes is required.
