Job Purpose
The Programme Policy Officer will provide essential support to policy and programme activities, focusing on the effective management of cooperating partners. This involves offering technical and operational guidance on WFP's Corporate NGO Guidance, including proposal calls, selection processes, and performance monitoring. The role is crucial for managing Field Level Agreements (FLAs), ensuring timely preparation, accurate data entry, and proper reconciliation of reports and payments. Additionally, the incumbent will coordinate partnership information for briefings, provide training and knowledge sharing on best practices for partner management and risk mitigation, and contribute to standardizing templates and reporting structures. This position aims to enhance the efficiency and effectiveness of WFP's partnerships to meet food assistance needs.
Responsibilities
The World Food Programme (WFP) is seeking a professional to support policy and programme activities, focusing on effective food assistance and cooperating partner management. This role involves providing technical and operational support for the implementation of WFP’s Corporate NGO Guidance, including proposal calls, partner selection, induction, and performance monitoring via the UN Partnership Portal. A key responsibility is managing Field Level Agreements (FLAs), ensuring their accurate preparation, timely creation in WINGS, and proper reconciliation of reports and invoices. The position requires tracking FLA progress, alerting relevant units about necessary amendments, and coordinating partnership information for briefings. Guidance on FLA management, including budget negotiations and technical agreements, will be provided. The role also entails developing knowledge management resources, such as training and webinars, for staff involved in partnership management, and facilitating the sharing of best practices and lessons learned in CP management and risk mitigation. Standardization of templates, reporting structures, and cost allocations is also a crucial aspect of this position. The ideal candidate will possess strong organizational skills, the ability to work independently and collaboratively, and excellent communication abilities in both English and Arabic.
Work Experience
Requires at least 3 years of professional experience in diverse program areas, including planning and implementation. Must have experience leading teams and engaging with stakeholders at all levels, from grassroots to management. Strong organizational skills, the ability to work independently and in a team, and proficiency with computer software (word processing, spreadsheets, project management) are essential. Candidates should demonstrate initiative, good judgment, and effective communication skills, both written and oral.
