Organizational Context
The Joint United Nations Programme on HIV/AIDS (UNAIDS) is a collaborative effort of 11 UN system organizations working to unite the world against AIDS. Its mission is to lead and inspire global efforts towards universal access to HIV prevention, treatment, care, and support. The UNAIDS safety and security function is crucial for protecting personnel, operations, and assets by ensuring timely security information, consistent monitoring, systematic tracking of incidents, and clear reporting to support situational awareness and informed decision-making.
Job Purpose
This six-month assignment aims to strengthen UNAIDS' global security monitoring, tracking, and reporting capacity. The role supports the UNAIDS Security Focal Point and Safety and Security Advisor by monitoring relevant developments, maintaining confidential records, identifying emerging patterns, and producing timely, source-referenced reports. The position will not issue security advice or determine risk levels but will refer such matters to designated personnel. It contributes to the UNAIDS Virtual Security Operations Centre (VSOC) by enhancing global situational awareness, incident monitoring, and duty-of-care services, ultimately enabling informed decision-making and organizational resilience.
Responsibilities
The Security Monitoring Officer will monitor security information from UNAIDS and UN sources, identifying and flagging emerging threats for review. Key duties include maintaining an accurate, categorized security log, supporting country offices in tracking compliance with Security Risk Management requirements, and preparing security documents for the Safety and Security Advisor. The role involves ensuring analytical products are validated before circulation, managing a schedule of reporting requirements, and quality-checking deliverables. Responsibilities also include preparing concise records of meetings, identifying recurring issues and patterns, and preparing summaries or briefing notes. The officer will support information flow across teams, follow up on open items, and maintain confidential security records with appropriate data protection. A handover package will be prepared, and business continuity systems maintained during critical incidents.
Work Experience
A minimum of 1 month of relevant experience is required, with 2 years of demonstrated experience in monitoring security developments across multiple locations. Experience in analytical writing, cross-checking information, managing reporting requirements, handling confidential information, and supporting information flow is essential. Experience within the UN system or similar organizations, familiarity with UN security management, and data visualization skills are desirable.
Skills
Core competencies include working in teams, applying expertise, and delivering results. Values such as commitment to the AIDS response, integrity, and respect for diversity are essential. Technical skills include strong proficiency in Microsoft Excel, Word, and PowerPoint for reporting and analysis. Familiarity with data visualization tools like ArcGIS Pro, Google Earth Pro, and Power BI is desirable. The ability to organize and analyze structured and unstructured information is also key.
