UNDP aims to foster trust in institutions, promote peace and resilience, and drive inclusive growth. A key initiative is the "Executive Feasibility Studies on Climate-Resilient Agriculture and Digital Innovation in Côte d’Ivoire," funded by Italy, which includes assessing the establishment of a National Artificial Intelligence and Data Innovation Hub.
Job Purpose
This role supports the UNDP Côte d’Ivoire's "Executive Feasibility Studies on Climate-Resilient Agriculture and Digital Innovation" project, specifically focusing on the establishment of a National Artificial Intelligence and Data Innovation Hub. The incumbent will assist the Digital Infrastructure and Cybersecurity Specialist in the technical scoping, monitoring of the feasibility study, and oversight of a potential pilot GPU computing node. Key contributions include supporting data collection and verification for existing infrastructure and candidate sites, monitoring the consultant's deliverables on site selection, infrastructure, computing, and cybersecurity, and assisting in the operational monitoring of technical and security prerequisites for the pilot GPU node.
Responsibilities
The Digital Infrastructure and Cybersecurity Officer will support data collection on infrastructure and candidate sites by administering a mapping questionnaire to public institutions, universities, and technical operators, and maintaining a corresponding database. Responsibilities include assisting with the logistical organization and technical secretariat for site visits, documenting technical findings (power supply, backup, cooling, connectivity, physical security), and gathering relevant national technical and regulatory documentation. The role involves contributing to the monitoring of the feasibility study's site and infrastructure component by verifying the completeness and coherence of consultant deliverables, compiling technical comments from UNDP and national counterparts on site comparison, architecture scenarios, and cost estimations, and ensuring technological neutrality in performance requirements. Additionally, the officer will support the technical monitoring of a pilot GPU computing node, maintaining a checklist of technical and security prerequisites and collecting usage and incident indicators. The role also includes supporting technical exchanges by participating in working group meetings, validating workshops, and preparing technical summaries and diagrams.

Practical knowledge of cybersecurity fundamentals and data center physical constraints is essential. Proficiency in office and data analysis tools (advanced Excel, technical diagramming) and excellent written French communication skills are required, with the ability to read and utilize technical documents in English.
Skills
Key competencies include planning and organizing, professionalism, technological awareness, and working in teams. Specific technical skills involve IT infrastructure management, cybersecurity fundamentals, data analysis, and technical documentation.
