Organizational Context

The United Nations Development Programme (UNDP) operates in 170 countries, focusing on poverty eradication and planetary protection. UNDP assists nations in developing robust policies, capabilities, partnerships, and institutions for sustained progress. The organization acts as a knowledge disseminator, capacity builder, innovator, and facilitator in global development discussions, aiming to connect countries with essential knowledge and resources for significant development advancements.

Job Purpose

This assignment is part of UNDP's 'Plataforma Rescate Ozama' initiative, aimed at enhancing waste management in the Ozama River and reducing plastic pollution in the Dominican Republic's coastal and marine ecosystems. The project involves the fabrication, assembly, and installation of a floating barrier to capture solid waste. The UN Volunteer will provide independent technical supervision for critical assembly and installation activities, ensuring adherence to technical specifications, approved plans, quality standards, and contractual requirements. The role is crucial for guaranteeing the correct execution of the infrastructure and objective documentation of key construction milestones.

Responsibilities

Under the technical supervision of the Rescate Ozama project team, the UN Volunteer will conduct regular site visits to the floating barrier's assembly and installation locations on the Ozama River. Responsibilities include verifying that all materials and components (anchors, chains, buoys, cables, barriers) meet approved technical specifications. The volunteer will observe and document fabrication processes for critical components, ensure correct assembly of marine anchors, chains, connection systems, and safety elements, and supervise the installation of anchors, buoys, cables, and barrier sections. Adherence to approved methodologies for assembly and installation will be confirmed. Critical acceptance tests, such as bollard pull tests, will be witnessed to verify compliance with established criteria. The final location, alignment, geometry, tensioning, and positioning of the floating barrier system will be verified. Potential non-conformities will be identified and documented promptly before elements become inaccessible. Regular supervision reports, including photographic records, technical observations, and recommendations, will be prepared, along with a list of pending issues and follow-up on their resolution. Contribution to the final consolidated supervision and quality verification report is also expected.

Work Experience

A minimum of 7 years of experience in technical supervision, quality assurance, or construction inspection is required. Candidates should demonstrate the ability to interpret engineering plans, technical specifications, and construction procedures, with experience in preparing technical reports and photographic documentation. Experience in marine construction, mooring systems, or offshore installations is desirable, as is knowledge of marine anchors, chains, cables, buoys, and floating barriers.

Skills

Key competencies include professionalism, accountability, planning and organization, judgment and decision-making, attention to detail, adaptability and flexibility, teamwork, and effective communication. A commitment to environmental sustainability is essential. Technical expertise in engineering and construction is required, with desirable skills in logistics, procurement, and commodities.
