Job Purpose
The UNV Territorial Specialist in Human Mobility and Durable Solutions will provide technical assistance to public administrations and territorial actors in Tumaco and surrounding areas. The role supports the UNDP project "Strengthening for crisis response and early recovery in Colombia," focusing on human mobility, armed conflicts, and disasters. The specialist will help strengthen institutional and community capacities for effective crisis management, promoting early recovery processes and transitions to medium and long-term development. The objective is to not only address immediate needs but also generate sustainable, durable solutions for affected populations, contributing to resilient recovery and sustainable development.
Responsibilities
Provide technical assistance to territorial administrations and actors for identifying needs, priorities, and actions for early recovery and Nexus initiatives, supporting the formulation of resilient and sustainable strategies. Contribute to integrating rights restoration measures in early recovery and durable solutions processes. Support territorial coordination for implementing and monitoring UNDP projects related to rights restoration, durable solutions, and Nexus initiatives. Assist in developing diagnoses, territorial analyses, and needs assessments to guide decision-making and prioritize early recovery actions. Generate technical inputs for planning and monitoring early recovery and crisis response interventions. Support the planning, implementation, monitoring, and evaluation of UNDP initiatives on crisis response, human mobility, and territorial management. Participate in inter-agency coordination spaces, particularly Local Coordination Teams (ELCs). Facilitate workshops and technical meetings to identify needs and build recovery actions. Prepare reports, technical documents, methodologies, and guidelines. Systematize experiences, progress, and lessons learned from crisis response and early recovery interventions.
Work Experience
Minimum of 5 years of relevant experience in human mobility, migration, crisis response, or implementing durable solutions for displaced or affected populations. Experience in providing technical assistance to the public sector for policy/program planning and implementation is required. Experience in needs assessment, context analysis, and formulating resilient recovery actions is essential. Familiarity with Colombian public policy on human mobility and forced displacement is valued.
