Coordinador/a Interagencial de Rendición de Cuentas ante Poblaciones Afectadas
Organizational Context
UNICEF's mandate, entrusted by the UN General Assembly, is to promote child rights, meet basic needs, and enhance opportunities for children's full potential. In Honduras, UNICEF operates within a complex humanitarian context marked by recurrent shocks. These include widespread violence and gender-based violence, significant human mobility and forced displacement, and adverse impacts of climate change and natural disasters. These crises disproportionately affect vulnerable groups, including women, children, indigenous communities, and LGBTQI+ individuals, necessitating coordinated, evidence-based humanitarian responses.
Job Purpose
This role is crucial for strengthening the effectiveness of humanitarian responses in Honduras by ensuring the meaningful participation of affected populations. The Inter-Agency Coordinator for Affected Population Accountability (AAP) will lead the consolidation and strategic expansion of the AAP Mechanism for the Humanitarian Network (RedHum). This involves adapting the mechanism to address the specific challenges posed by violence, human mobility, and natural disasters, ensuring that feedback from diverse and vulnerable communities, including indigenous groups, informs humanitarian action. The position will enhance inter-agency coordination, advocate for affected populations' concerns, and build capacity in AAP, ultimately contributing to a more responsive and people-centered humanitarian system.
Responsibilities
The Inter-Agency Coordinator will consolidate, maintain, and strategically expand the Humanitarian Network's (RedHum) Joint Accountability to Affected Populations (AAP) Mechanism in Honduras. Key responsibilities include overseeing the mechanism's continuous and adaptive functioning amidst violence, human mobility, and natural disasters, ensuring differentiated feedback collection from affected communities, especially indigenous groups. This involves updating operational tools and SOPs to capture diverse perspectives and ensuring communication loops are closed with all affected populations, including those with limited connectivity or at risk of reprisal. The role requires ensuring technical quality and adherence to protection and PSEA standards, and developing informative products that convey differentiated messages on safety, risks, and access to assistance. Additionally, the coordinator will lead the AAP Working Group, foster inter-agency coordination with various sectors, and design/implement capacity-building strategies on AAP in specific contexts like violence, mobility, indigenous communities, and multi-hazard scenarios. Strategic advocacy based on community feedback and evidence generation, including analysis of community trends and management of a common AAP information system, are also vital. The position will also focus on documenting and disseminating best practices for wider replication.
Work Experience
A minimum of 7 years of relevant experience in the humanitarian sector is required, with significant field experience in AAP technical or leadership roles. At least one year must involve developing and implementing evidence-based community engagement strategies in humanitarian settings. Experience in designing and facilitating participatory training sessions for diverse teams is essential. The candidate should demonstrate the ability to work collaboratively in challenging, fluid environments and possess flexibility to manage constant changes. Experience with UN agencies or international organizations is desirable.
Skills
Core competencies include Professionalism, Integrity, Teamwork, Respect for Diversity, Continuous Learning, Planning and Organization, Communication, and Flexibility. A genuine commitment to the principles of volunteerism (solidarity, compassion, reciprocity, autonomy) is essential. Technical skills include Community Development, Emergency Preparedness, and Crisis Response.
