Organizational Context

UN Women, the UN entity for gender equality and the empowerment of women, supports Member States and civil society in designing laws, policies, and programs to ensure international norms benefit women and girls globally. The Democratic Republic of Congo faces its 17th Ebola epidemic amidst persistent armed conflict, mass displacement, and a prolonged humanitarian crisis. This dual health and security emergency necessitates rigorous gender integration into humanitarian decision-making, as women and girls are disproportionately affected.

Job Purpose

This role supports UN Women's central function in coordinating Gender in Humanitarian Action (GIHA) and strengthening Women-Led Organizations (WLOs) in the Democratic Republic of Congo. The Humanitarian Affairs Analyst will contribute to in-depth context analysis, develop gender-sensitive interventions, and enhance the accountability of the humanitarian system to crisis-affected women and girls. The position is crucial for ensuring that humanitarian responses adequately address the specific vulnerabilities and needs of women and girls during the Ebola epidemic and ongoing crises.

Responsibilities

The Humanitarian Affairs Analyst will conduct regular contextual analyses and monitor humanitarian, health (Ebola), and security trends affecting women. Responsibilities include producing analytical notes, briefs, and evidence-based situation reports, and documenting, collecting, and validating sex- and age-disaggregated data. The role involves providing technical support for the humanitarian programming cycle to integrate a gender approach, promoting gender markers, accountability tools, and standards for protection against sexual exploitation and abuse (PSEA). The analyst will represent UN Women in coordination mechanisms (HCT, ICCG, clusters, Ebola and GIHA working groups), provide technical liaison, and build capacity of implementing partners and WLOs. Additionally, the role requires rigorous monitoring of humanitarian portfolio indicators, preparing progress and technical reports, and analyzing protection risks faced by women and girls, contributing to prevention and mitigation measures.

Work Experience

A minimum of 5 years of progressive professional experience in humanitarian affairs, protection, or development is required. At least 2 years of specific experience in integrating gender into humanitarian action, responding to GBV, or emergency protection is necessary. Demonstrated experience collaborating with the UN system, sector coordination mechanisms (Clusters, OCHA), or international institutions is essential. Excellent knowledge of the DRC's overall humanitarian context, particularly the eastern region and health emergencies, is also required.

Skills

Core values include respect for diversity, integrity, and professionalism. Key competencies include gender awareness and sensitivity, accountability, creative problem-solving, effective communication, inclusive collaboration, stakeholder engagement, and leading by example. Technical skills encompass humanitarian context analysis, inter-agency coordination, Results-Based Management (RBM), quantitative/qualitative data analysis, and mastery of the Humanitarian-Development-Peace Nexus. Professional and behavioral skills include excellent writing and public communication abilities, capacity to work under pressure in a multicultural environment, diplomacy, tact, and a high degree of confidentiality. Expertise areas include human rights, science, project management, program development, and strategy.
