Organizational Context

UN Women is the UN entity for gender equality and the empowerment of women. In the Democratic Republic of Congo (DRC), UN Women supports gender integration, women's rights, and protection within humanitarian action. The DRC faces complex, protracted humanitarian crises, including armed conflict and widespread displacement. The current 17th Ebola Virus Disease (EVD) epidemic, occurring amidst ongoing conflict and displacement, requires a coordinated response that systematically addresses the differentiated impacts on women and girls.

Job Purpose

The Humanitarian Coordinator for Ebola Response will strategically and operationally coordinate UN Women's engagement in humanitarian mechanisms and the EVD response. This role ensures that the specific needs, priorities, rights, and risks faced by women and girls are integrated into all analyses, plans, programs, coordination mechanisms, interventions, monitoring systems, and advocacy efforts related to the Ebola response. The position aims to strengthen UN Women's capacity to effectively articulate humanitarian coordination, Ebola response, and gender priorities, ensuring a gender-sensitive and rights-based approach throughout the response efforts.

Responsibilities

The Humanitarian Coordinator for Ebola Response, reporting to the Country Representative, will oversee UN Women's strategic and operational engagement in humanitarian and EVD response mechanisms. Key responsibilities include: Strategic Coordination: Supporting UN Women's participation in national and sub-national coordination mechanisms, representing UN Women in relevant forums, liaising with government authorities, UN agencies, humanitarian partners, and civil society, and identifying engagement opportunities. Gender Integration: Ensuring systematic gender integration in needs assessments, response plans, and operational strategies. Conducting rapid gender analyses, promoting the use of sex- and age-disaggregated data, and providing technical support for gender-sensitive interventions. Facilitating the meaningful participation of women and women-led organizations in decision-making processes. Protection and GBV: Identifying and monitoring protection risks for women and girls, strengthening coordination with protection actors, and promoting rights-based approaches in response interventions. Contributing to advocacy on specific protection needs and ensuring accountability to affected populations. Analysis and Knowledge Management: Monitoring relevant epidemiological, humanitarian, and socio-economic developments, producing situation analyses and strategic updates, documenting best practices, and maintaining an updated mapping of actors and partners. Planning, Monitoring, and Reporting: Contributing to work plans, results frameworks, and project proposals. Defining gender-sensitive indicators, monitoring results, and preparing periodic reports. Ensuring the quality and timely availability of coordination and programming documents. Resource Mobilization and Partnerships: Identifying funding opportunities, contributing to proposals, supporting donor relations, and developing partnerships with national civil society and women-led organizations. Capacity Building and Advocacy: Identifying capacity-building needs for partners, developing training materials, facilitating knowledge sharing, and preparing advocacy messages for high-level meetings.

Work Experience

A minimum of seven years of relevant professional experience in humanitarian action, humanitarian coordination, program management, emergency response, or a related field. Proven experience in complex humanitarian contexts, including conflict or displacement situations. Demonstrated experience in planning, implementing, monitoring, and reporting on humanitarian programs. Experience in multi-stakeholder coordination with UN agencies, governments, NGOs, donors, and civil society is essential. Experience in integrating gender equality, women's rights, and/or protection into humanitarian programs is required. Direct experience in epidemic response, particularly Ebola, is a significant asset.

Skills

Core competencies include respect for diversity, integrity, professionalism, gender sensitivity, accountability, creative problem-solving, effective communication, inclusive collaboration, stakeholder engagement, and leading by example. Technical skills encompass a strong understanding of humanitarian coordination mechanisms, humanitarian principles, emergency response, gender integration, conducting gender analyses, program management, planning, monitoring, reporting, proposal development, and donor requirements.
