Organizational Context

UNOPS is the operational arm of the United Nations, dedicated to implementing peacebuilding, humanitarian, and development projects globally. Its mission is to help people build better lives and achieve sustainable development through expertise in infrastructure, procurement, project management, and finance. UNOPS Sri Lanka, part of the Asia Region Multi-Country Office, supports UN agencies and the Government of Sri Lanka within the UN Sustainable Development Framework, focusing on infrastructure, solid waste management, and public institution governance.

Job Purpose

This UN Volunteer assignment is integral to UNOPS South Asia Multi-Country Office (SAMCO) operations in Sri Lanka. The UN Volunteer will lead the project management team responsible for delivering impactful infrastructure solutions. Specifically, the role involves managing an integrated Solid Waste Management (ISWM) project in the Badulla and Vavuniya districts, undertaken in partnership with the donor KOICA and the Government of Sri Lanka. The project encompasses the construction of a new sanitary landfill, Material Recovery Facilities (MRFs), and composting facilities, alongside improvements to existing infrastructure and capacity building for local authorities and communities.

Responsibilities

The Project Manager (Infrastructure) will oversee the day-to-day management and effective delivery of the ISWM infrastructure project. Key responsibilities include developing and implementing project plans, overseeing the design and construction of waste management facilities (sanitary landfill, MRFs, composting), and ensuring outputs meet time, cost, scope, quality, and risk tolerances. Sustainability, gender equality, social inclusion, and environmental considerations must be embedded throughout the project. The role involves maintaining a robust Monitoring & Evaluation framework, identifying and managing project risks, coordinating quality reviews of technical deliverables, and preparing regular reports for stakeholders. The Project Manager will act as the primary focal point for coordination with donors, local authorities, community representatives, and contractors, developing and executing stakeholder engagement plans. Additionally, the role requires leading, structuring, and supervising the project team, ensuring high performance, adherence to safety standards, and facilitating knowledge sharing and capacity building for local partners.

Work Experience

A minimum of five years of relevant experience is required with a Master's degree, or seven years with a Bachelor's degree. Demonstrated experience in managing physical infrastructure projects, particularly in waste management or civil works, is essential. Proven experience in defining technical design requirements, conducting design reviews, infrastructure quality assurance, contract management, and risk mitigation in multi-stakeholder environments is necessary. Prior experience in developing countries or emergency settings is beneficial. Project Management certification (e.g., PRINCE2, PMI PMP) and knowledge of FIDIC contracts are desirable.

Skills

Core competencies include Accountability, Adaptability and Flexibility, Planning and Organising, Professionalism & Integrity, Judgement and Decision-making, and Effective Communication & Partnering. Technical skills encompass project management, programme development, strategy, administration, monitoring, and evaluation. The ability to build strong relationships and act as a pragmatic problem solver is crucial.
