Organizational Context

UNICEF Syria operates with a strong ground presence and partnerships to reach children and families, upholding humanitarian principles through integrated, multi-sectoral programming. The Education Sector, co-led by UNICEF and the Ministry of Education, coordinates over 160 organizations to enhance access to safe, inclusive, and quality education. Following a transition to a national system, coordination is integrated, requiring stronger linkages between sub-national implementation and national planning. This role supports education coordination across Al-Hasakeh, Ar-Raqqa, and Deir-ez-Zor.

Job Purpose

The Information Management Officer (UNV) will be based in Qamishli and will support the UNICEF Education Sector's coordination efforts across Al-Hasakeh, Ar-Raqqa, and Deir-ez-Zor governorates. This role is crucial for strengthening information management within a consolidated area coordination structure, ensuring effective data collection, analysis, and visualization. The position will support partner reporting, monitoring, and information exchange, contributing to evidence-based decision-making at both area and national levels. The officer will also participate in national working groups and provide support to national information management functions, ensuring coherent data flows and consistent application of standards.

Responsibilities

The UN Volunteer will maintain an overview of the education response across Al-Hasakeh, Ar-Raqqa, and Deir-ez-Zor, including partner activities and coverage. Responsibilities include supporting partner reporting systems (4W/5W), ensuring data completeness and quality, and producing regular area-level analysis and information products like dashboards and maps. The role involves identifying gaps and overlaps in the education response to inform operational priorities and supporting needs assessments and situation monitoring. The officer will monitor changes affecting education access and continuity, analyze their implications, and enhance area-level coordination mechanisms. This includes preparing data for meetings, maintaining partner information, and ensuring coherent information flows between sub-national and national levels. Active participation in the national Data and Assessments Technical Working Group and support to national information management functions are also key duties. Additionally, the role involves supporting humanitarian planning processes, strengthening partner information management capacity, and promoting responsible data management practices.

Work Experience

A minimum of 3 years of relevant experience is required in information management, data management, monitoring and evaluation, statistics, research, or a related analytical function. Proficiency in Microsoft Excel is essential, with experience in data collection, cleaning, analysis, and visualization. Experience with data visualization tools (e.g., Power BI, Tableau, GIS) and partner reporting systems (e.g., 4W/5W) is highly desirable. Experience in humanitarian or development settings, particularly with Education Sector coordination, is an asset.

Skills

Key competencies include accountability, adaptability, flexibility, creativity, judgment, decision-making, planning, organizing, professionalism, and self-management. Technical skills encompass data science, information management, and proficiency in data analysis and visualization tools. Experience in emergency preparedness and crisis response is also relevant.
