Organizational Context

UNICEF Ukraine's WASH programme supports children and families affected by conflict, focusing on emergency response, service restoration, and systems strengthening in water, sanitation, hygiene, and district heating. The ongoing conflict severely damages Ukraine's district heating infrastructure, exacerbating pre-existing vulnerabilities. This role operates within the Technical Cell, coordinating efforts to repair and modernize these critical systems, involving numerous projects across multiple oblasts.

Job Purpose

This UNV assignment supports UNICEF Ukraine's WASH programme by managing information for the District Heating (DH) stream, coordinating with the Ministry of Infrastructure. The role is crucial for the Technical Cell's functioning, providing vital information on DH system needs and coordinating emergency response efforts. The primary objective is to disseminate needs assessments of district heating utilities and facilitate connections with humanitarian partners and authorities. This ensures effective aid coordination, prevents duplication of efforts, and supports the urgent repair and modernization of Ukraine's heating infrastructure amidst severe conflict damage.

Responsibilities

The Information Manager will support the WASH Cluster Technical Cell and the Ministry of Infrastructure, focusing on the District Heating (DH) platform and deputizing for the Vodokanal (VK) Information Manager. Key duties include leading the day-to-day management, strategy, and development of the DH platform. The role involves serving as the focal point for the external software developer, conducting introductory calls for new members on platform usage, and leading duplication checks. Additionally, the Information Manager will manage information dissemination via email, support dynamic project monitoring and communication with the cluster and partners, and provide administrative support to the Technical Cell team. Any other relevant tasks assigned by the supervisor will also be undertaken.

Work Experience

A minimum of 3 years of relevant work experience is required. Experience in managing an information or data platform, including user support and administration, is highly desirable. Experience with IT and data management systems, working in international organizations, and in development/humanitarian work, particularly emergency response, is also advantageous. Familiarity with UN agencies in WASH or energy sectors is a plus.

Skills

Required skills include strong planning and organizing abilities, professionalism, and sound judgement. Proficiency in MS Excel, Word, and PowerPoint is essential. The role requires adaptability, flexibility, creativity, and self-management. Experience in information technology, telecommunications, emergency preparedness, and crisis response is also important. A working knowledge of English (minimum B2 level) is mandatory.
