Organizational Context

The Women of Uganda Network (WOUGNET) is a feminist NGO established in 2000 to advance women's rights through Information and Communication Technologies (ICTs). It operates as a network of over 100 organizations, focusing on digital rights, research, and advocacy. WOUGNET champions an inclusive digital ecosystem where women and girls can safely use technology for gender justice and economic development, guided by feminist principles and a commitment to equitable digital societies.

Job Purpose

This role supports WOUGNET in operationalizing its 2026-2030 Strategic Plan by developing a robust, results-based planning and reporting system. The volunteer will create a comprehensive five-year work plan, a detailed Monitoring and Evaluation (M&E) framework, and standardized reporting templates. These outputs are crucial for enhancing accountability to stakeholders, improving inter-departmental coordination, and ensuring consistent tracking of progress and learning. The volunteer will collaborate closely with WOUGNET's leadership and various teams to ensure the developed tools are practical and effectively integrated into the organization's operations.

Responsibilities

The volunteer will translate WOUGNET's Strategic Plan 2026-2030 into an actionable operational framework. Key duties include reviewing existing strategic and program documents, developing a five-year work plan with annual and quarterly breakdowns, and designing a comprehensive M&E framework. This framework will encompass results frameworks, SMART indicators, data collection methods, and gender-responsive data approaches. Additionally, the volunteer will create standardized reporting templates for monthly, quarterly, and annual reporting, ensuring usability across all WOUGNET programs and departments. A validation session with staff and management will be facilitated, followed by a handover session to ensure independent use of the developed tools.

Work Experience

A minimum of 5 years of experience is required in strategic and operational planning, and in M&E for civil society or development organizations. Demonstrated experience in developing results frameworks, theories of change, indicator matrices, and M&E plans is essential. Experience designing work plans and reporting templates for NGOs or donor-funded programs is also necessary.

Skills

Proficiency in developing results frameworks, theories of change, and M&E plans is required. Strong knowledge of results-based management and gender-responsive M&E is essential. Excellent analytical, writing, and facilitation skills in English are necessary. Familiarity with digital rights, gender equality, ICT for development, or feminist approaches is advantageous. Proficiency in Excel/Google Sheets and Word is required; experience with data tools like KoboToolbox or Power BI is a plus.
