Organizational Context

The International Organization for Migration (IOM), established in 1951, is the leading UN agency for migration. It collaborates with governmental, intergovernmental, and non-governmental partners to promote humane and orderly migration for the benefit of all. IOM Djibouti operates in a strategically vital region, facing significant climate-related mobility challenges. The organization implements the Displacement Tracking Matrix (DTM) to gather reliable data on migration flows, informing humanitarian responses and migrant protection efforts.

Job Purpose

This role supports IOM Djibouti's Displacement Tracking Matrix (DTM) initiative in Obock, a key transit point for migrants. The volunteer will ensure the regular collection, quality control, and transmission of crucial field data. The collected data is vital for informing humanitarian responses, enhancing migrant protection, and supporting national partners' decision-making processes. The position requires close collaboration with the Information Management Unit (IMU/DTM) in Djibouti-ville, contributing to a better understanding of migration dynamics and challenges in the region.

Responsibilities

The Data Officer will provide daily support and supervision for DTM data collection activities in Obock, including flow monitoring points and migrant orientation centers, working closely with enumerators. Responsibilities include validating collected data daily and submitting it via Kobo, and assisting protection and operations teams with MRCIS data registration. The role involves gathering qualitative information from the field, drafting weekly situation notes, and maintaining a log of incidents affecting migration routes, such as protection issues or extreme weather events. The officer will also collect data on indicators influencing migration flows, support data validation with national authorities, and promptly report any challenges encountered. Ensuring personal data protection and informed consent, assisting with workshop logistics, and performing other related tasks as assigned are also key duties.

Work Experience

No prior experience is required. However, at least one year of experience in data collection, field surveys, data entry, or data management within an NGO, government agency, statistical institute, or humanitarian program is desirable. Experience with a UN agency or international organization, or specifically with migration flow monitoring or DTM, is a significant asset. Proficiency in Excel and familiarity with mobile data collection tools like KoBoToolbox are beneficial.

Skills

Key competencies include responsibility, adaptability, flexibility, creativity, judgment, decision-making, planning, organization, professionalism, and self-management. Expertise areas include community development, emergency preparedness, crisis response, and information technology/telecommunications. A strong understanding of data verification, personal data protection principles, and cultural sensitivity is essential.
