Organizational Context
Established in 1951, the International Organization for Migration (IOM) is the leading UN agency for migration, working with governmental, intergovernmental, and non-governmental partners to promote humane and orderly migration for the benefit of all. Djibouti is a major transit country on the Eastern migration route. In the Obock region, IOM manages a Migrant Orientation and Assistance Centre, particularly for women and children. Irregular migration increases the risk of gender-based violence (GBV), which is often underreported due to fear of retaliation and stigma.
Job Purpose
The International Organization for Migration (IOM) in Djibouti assists vulnerable migrants, including survivors of gender-based violence (GBV) and sexual exploitation and abuse (SEA), with a rights-based approach. This role serves as the GBV Focal Point within the Obock team, under the technical supervision of the Protection Unit. The incumbent will contribute to GBV prevention, identification of needs, safe referral of survivors to appropriate services, and mainstreaming gender considerations into IOM's activities in Obock. This position is crucial for ensuring the safety and well-being of migrants, particularly women and girls, transiting through this high-risk region.
Responsibilities
Contribute to identifying migrants and host community members at risk of or survivors of GBV, ensuring safe and confidential referral to the IOM Protection team and relevant services (health, psychosocial, legal) according to established procedures. Organize and facilitate awareness-raising sessions on GBV prevention, women's and girls' rights, and access to services for migrants and communities. Support the development and adaptation of simple, locally relevant awareness materials. Assist in organizing training on GBV for community actors, partners, and field staff. Ensure gender is mainstreamed into IOM activities in Obock, including safe spaces, women's participation, and equitable access to assistance, and report identified risks. Contribute to awareness-raising on SEA prevention and reporting mechanisms. Collect anonymized data on prevention and referral activities, maintaining strict confidentiality, and draft brief activity reports. Participate in protection and GBV coordination meetings in Obock. Perform other related tasks as requested by the supervisor.
Work Experience
No experience is required, but at least one year of relevant experience in community outreach, protection, women's rights promotion, or social support within an NGO, women's association, social structure, or humanitarian program is desirable. Experience with a UN agency is an asset. Training or experience in GBV prevention, child protection, or SEA prevention is a significant asset.
Skills
Strong understanding of GBV guiding principles (survivor-centered approach, confidentiality, safety, non-discrimination, informed consent). Ability to facilitate awareness-raising sessions and adapt messages for diverse audiences. Empathetic listening skills and the ability to handle sensitive topics tactfully. Good knowledge of the socio-cultural context of the Obock region. Proficiency in French (oral and written) and basic knowledge of Word and Excel. Absolute respect for confidentiality and data protection principles. Ability to work with minimal supervision and adapt to field conditions. Interest in volunteerism and the work of IOM and the UN system.
