Emergency WASH Officer
Organizational Context
UNICEF Ukraine is managing one of the world's most severe humanitarian crises, responding to the needs of over 14 million people affected by the ongoing conflict. The WASH section is at the forefront of this response, focusing on emergency water, sanitation, and hygiene interventions. This includes repairing damaged infrastructure, providing water trucking, distributing essential supplies, and conducting hygiene promotion campaigns. The section operates under significant pressure due to high programming volume, multiple donor grants, and a broad geographic reach across six field offices.
Job Purpose
This UNV assignment aims to bolster the emergency WASH programming capacity within UNICEF Ukraine's Kyiv office. The role directly addresses a critical staffing gap, ensuring the timely and high-quality delivery of essential WASH interventions to conflict-affected populations. The UN Volunteer will support planning, implementation, monitoring, and reporting of emergency WASH activities, strengthening accountability mechanisms, and contributing to donor engagement and evidence generation. This position is vital for maintaining the operational tempo of the WASH section and fulfilling its commitments to vulnerable communities across Ukraine during this severe humanitarian crisis.
Responsibilities
The UN Volunteer will support the planning, coordination, implementation, monitoring, and reporting of emergency WASH interventions, including water trucking, rehabilitation of facilities, distribution of non-food items (NFIs), and hygiene promotion. Key tasks involve maintaining programme monitoring dashboards, tracking progress against targets and expenditures, and contributing to donor reports and situation analyses. The role includes coordinating with WASH Cluster partners, NGOs, and government counterparts to monitor implementation, identify gaps, and ensure response complementarity. Regular field missions will be conducted to assess needs, verify outputs, and document programme results. The UN Volunteer will also contribute to proposal development, compile 4Ws matrices, support procurement planning for WASH materials, and perform other assigned duties.
Work Experience
A minimum of 3 years of relevant experience is required, preferably in programme management, monitoring, and reporting within development or humanitarian contexts. Experience in the WASH sector, including emergency response and hygiene promotion, is highly desirable. Familiarity with UN or international development organizations and Cluster coordination mechanisms is an asset. Strong data collection, analytical, and reporting skills, along with proficiency in Microsoft Office, are essential.
Skills
Key competencies include Professionalism, Integrity, Teamwork, Respect for Diversity, Commitment to Continuous Learning, Planning and Organizing, Communication, and Flexibility. Technical skills in emergency preparedness, crisis response, engineering, and construction are relevant. The role requires strong analytical and organizational abilities, excellent interpersonal skills, cultural sensitivity, and sound security awareness.
