Organizational Context

The International Organization for Migration (IOM) is the UN Migration Agency, dedicated to ensuring orderly and humane migration for the benefit of all. In Uganda, IOM's Migration Environment Climate Change and Risk Reduction (MECR) Unit focuses on reducing disaster- and climate-related displacement by working with government, communities, and partners. The unit integrates climate mobility, disaster data, early warning systems, and resilient solutions into its programming to strengthen community resilience and preparedness.

Job Purpose

The National Project Officer will provide day-to-day technical and operational coordination for IOM Uganda's MECR Unit. This role is crucial for ensuring the effective implementation of disaster risk reduction and climate resilience interventions. The UN Volunteer will support disaster risk analysis, multi-hazard preparedness, early warning systems, and anticipatory action, leveraging integrated disaster information management and Displacement Tracking Matrix (DTM) activities. The assignment aims to translate the MECR Strategy into coordinated workplans, measurable outputs, and accountable field implementation, contributing to strengthened adaptive capacities, sustainable solutions for displacement, and the integration of human mobility and climate change into development planning.

Responsibilities

The National Project Officer will coordinate assigned MECR projects, ensuring technical coherence, effective partnerships, and timely delivery within scope and budget. Key responsibilities include portfolio planning and delivery by developing workplans, budgets, and procurement schedules, and tracking progress. The role involves supporting disaster risk reduction and anticipatory action through multi-hazard risk analysis, contingency planning, and early warning systems, integrating mobility and protection considerations. The officer will coordinate climate mobility and disaster information management, including DTM activities and data analysis, ensuring quality and adherence to data protection standards. Responsibilities also extend to coordinating resilient infrastructure and livelihoods projects, preparing technical procurement documentation, monitoring partner performance, and implementing results-based management and M&E frameworks. Maintaining partnerships with government, communities, and stakeholders, and supporting programme development, proposal writing, and resource mobilization are also key duties.

Work Experience

A minimum of 3 years of overall experience is required, with at least 4 years of relevant experience. This includes demonstrated experience coordinating disaster risk reduction or climate-resilience interventions, practical experience in disaster preparedness or early warning, and experience engaging with government institutions and local authorities. Experience in preparing technical documentation, monitoring partners, and applying results-based management frameworks is also necessary. Familiarity with climate mobility, protection-sensitive DRR, and data management is essential.

Skills

The role requires strong values in inclusion, integrity, transparency, and professionalism. Core competencies include teamwork, delivering results, managing and sharing knowledge, accountability, and effective communication. Managerial competencies involve leadership, empowering others, building trust, and strategic thinking. Specific technical skills include expertise in climate change, environment, energy, and natural resource management, alongside experience in disaster risk reduction, climate resilience, data management, and project coordination.
