Job Purpose
The UNV Territorial Expert on Human Mobility and Durable Solutions will provide technical assistance to public administrations and territorial actors in Tumaco and surrounding areas. The role involves supporting the planning and implementation of actions related to human mobility, early recovery, and durable solutions. The expert will contribute to UNDP's crisis response and human mobility initiatives, strengthening coordination with public entities, territorial actors, and cooperation partners. Key contributions include developing diagnoses, methodologies, and technical reports to enhance institutional capacities and support decision-making for resilient and sustainable recovery processes, particularly within the framework of the project “Strengthening for crisis response and early recovery in Colombia.”
Responsibilities
Provide technical assistance to public administrations and territorial actors for identifying needs, priorities, and early recovery actions, supporting the formulation of resilient and sustainable strategies. Contribute to integrating rights restoration measures into recovery processes and support territorial coordination for implementing and monitoring UNDP projects focused on durable solutions. Analyze and manage information for early recovery in human mobility contexts by developing diagnoses and territorial analyses to guide decision-making and prioritize recovery actions. Generate technical inputs for planning and monitoring early recovery and crisis response interventions. Support UNDP's planning, implementation, monitoring, and evaluation of initiatives related to crisis response, human mobility, and territorial management, applying UNDP tools and methodologies. Participate in inter-agency coordination spaces and technically support coordination with public entities, territorial actors, community organizations, and cooperation partners to promote integrated responses. Facilitate workshops and technical meetings for needs identification and action planning. Develop technical reports, methodologies, and guidelines, and systematize experiences and lessons learned from crisis response and recovery interventions.
Work Experience
Seven years of experience in human mobility, migration, crisis response, or implementing durable solutions for displaced, migrant, or emergency-affected populations. Experience providing technical assistance to the public sector for planning and implementing policies or projects for vulnerable populations. Experience in needs assessment, context analysis, and formulating resilient recovery actions. Experience in inter-institutional and territorial coordination, and in strengthening institutional and community capacities. Knowledge of Colombian public policy related to human mobility and forced displacement is required. Experience with UN agencies is desirable.
