Organizational Context

The UNFPA Country Office in Djibouti partners with government, institutions, and civil society to implement its mandate, guided by the Programme of Action of the International Conference on Population and Development (ICPD) and the Sustainable Development Goals (SDGs). Key areas include sexual and reproductive health, human rights, gender equality, and population and development. UNFPA provides technical and financial support for population data collection, analysis, and dissemination to inform effective decision-making. The region faces an influx of refugees from Yemen, straining already limited health, reproductive health, water, and protection services.

Job Purpose

This assignment supports UNFPA's Pillar 2 by establishing trust through consistent, trained female presence among women and adolescent refugees. The Community Volunteer will act as a daily link between the refugee community and specialized GBV services (medical, case management, psychosocial support) provided by UNFPA and partners. This role complements UNHCR's protection efforts and UNICEF's child protection mandate. The volunteer will conduct outreach, provide psychosocial first aid, refer survivors to services with informed consent, and contribute to dignity kit distribution and GBV risk mitigation through safety audits. The aim is to ensure women and girls are aware of and can access confidential GBV and SRH services, receive appropriate support, and live in safer environments.

Responsibilities

The Community Volunteer will conduct daily outreach to women and adolescent refugees, informing them about their rights and available confidential services, and disseminating key messages on sexual violence care, psychosocial support, and case management. They will provide psychosocial first aid, refer survivors to appropriate services (medical, psychosocial, child protection) with informed consent, and accompany them if desired. The volunteer will contribute to the consultation and safe distribution of dignity kits, using distributions as an entry point for GBV and SRH information. They will participate in GBV safety audits of the site and community risk mapping, reporting identified risks to the UNFPA GBV Focal Point for advocacy and follow-up on corrective measures. The role includes acting as a community liaison, articulating GBV outreach with community leader sensitization, serving as a trusted contact point, and informing communities about their right to assistance without compensation, promoting PSEA channels. Cross-cutting responsibilities include adhering to GBV guiding principles, the UN Code of Conduct, and PSEA standards, collecting only aggregated data, contributing to accountability to affected populations, ensuring inclusion of vulnerable groups, participating in coordination meetings, and working collaboratively with other volunteers.

Work Experience

No prior experience is required, but at least one year of paid or volunteer experience in community work with women and girls (e.g., women's associations, community outreach, protection, health, social work) is desirable. Experience in GBV prevention/response, FGM, or humanitarian action is an asset. Basic smartphone proficiency is needed.

Skills

Strong listening skills, empathy, non-judgmental attitude, ability to build trust, discretion, commitment to confidentiality and survivor safety, credibility within the community, ability to engage with community leaders, resilience in difficult situations, basic smartphone skills, and a strong interest in women's and girls' rights and the UN system are essential. Community development, emergency preparedness, and crisis response are key competencies.
