Organizational Context

MONUSCO, established in 1999 under DPKO, supports the DRC government in protecting civilians and stabilizing the nation. This involves reducing threats from armed groups, preventing violence, and establishing accountable state institutions. The mission also aims to understand human rights violations and inform policy decisions for security force vetting and operations. The assignment is located in Entebbe, a family duty station, with a mandate extending until June 30, 2027, subject to renewal.

Job Purpose

The Budget and Administrative Assistant will support the Chief Life Support Section by managing office and project budgets. This includes preparation, revision, and monitoring of financial resources, ensuring accuracy and compliance with organizational guidelines. The role involves maintaining detailed records of allocations, commitments, and expenditures, identifying and reporting budget variances, and facilitating budget adjustments. The assistant will also track financial transactions, maintain organized financial files, and prepare financial reports for reviews and audits. Effective communication and coordination with various departments on financial matters are essential for the successful execution of these duties.

Responsibilities

Assist in the preparation, revision, and monitoring of office and project budgets, ensuring accuracy and compliance with organizational guidelines. Maintain accurate records of budget allocations, commitments, obligations, expenditures, and available balances. Monitor budget implementation, promptly identifying, analyzing, and reporting significant variances between approved budgets and actual expenditures. Support the monitoring of financial resources to ensure expenditure aligns with approved work plans and budgets. Assist in preparing budget utilization reports, expenditure statements, financial summaries, and periodic budget monitoring reports. Facilitate budget revisions, reallocations, and adjustments as needed, coordinating with relevant stakeholders. Track commitments and obligations, following up on outstanding financial transactions for timely resolution. Maintain well-organized electronic and physical financial and budget files according to established procedures. Support the preparation and provision of financial information for internal reviews, audits, donor reports, and management meetings. Respond to queries from various bodies during budget preparation and performance reporting. Liaise with colleagues in Finance, Programme, Procurement, Human Resources, and Operations on budget and financial matters. Perform other assigned budget and financial management duties.

Work Experience

A minimum of three years of progressively responsible working experience in administration, budget, accounting, finance, or related areas is desirable. Experience in financial reporting and analysis, cost management, budget preparation, financial monitoring, and budget performance reporting is beneficial. Familiarity with SAP modules, financial accounting, reporting, and funds management is an advantage. Proficiency in MS Office applications (Excel, Word, PowerPoint) and experience in UN agencies, peacekeeping, or field operations are desirable.
