Organizational Context

MONUSCO, established in 1999, operates under the UN Department of Peacekeeping Operations. Job Purpose

The Fuel Assistant will operate fuel pump/dispenser equipment, manage fuel receipts and issues, and maintain accurate records. This role involves monitoring fuel stock levels, ensuring safety procedures are followed, and issuing fuel only to authorized personnel. The assistant will also conduct daily fuel quality tests, maintain computerized records of tests, and prepare quality assurance reports. Additionally, the position requires refueling aircraft, managing petroleum orders, coordinating with vendors, and maintaining invoice and account records. The role emphasizes capacity development through coaching and mentoring national staff.

Responsibilities

Operate fuel pump/dispenser equipment for receiving and issuing fuel. Maintain accurate daily, weekly, and monthly records of fuel receipts and issues. Measure and report fuel stock levels in tanks and trucks using dips and meter readings. Compile daily, weekly, and monthly fuel balance sheets. Ensure adherence to safety procedures during fuel operations and issue fuel strictly to authorized personnel/equipment. Report any fuel consumption anomalies immediately to the supervisor. Implement Standard Operating Procedures for fuel quality control, including daily testing of aviation and ground fuels according to international standards. Maintain computerized records of all quality control tests and prepare periodic reports on quality assurance. Refuel mission and authorized aircraft as per order documents. Monitor and report aviation fuel stock levels. Place orders with vendors and coordinate the receipt and issue of Petroleum Oils and Lubricants (POL). Review and maintain all invoice and account records. Supervise data entry into required databases. Engage in capacity development of national staff through coaching and mentoring.

Work Experience

Requires 3 years of relevant experience in operating field fuel installations, fuel handling procedures (including aviation fuel), fuel contract administration, or maintenance/repair of fuel equipment. Experience in petroleum supply chain operations and UN peacekeeping or other field operations is desirable.
