Organizational Context

The United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) was established in 1999 under the UN Department of Peacekeeping Operations. MONUSCO supports the DRC government in protecting civilians, reducing threats from armed groups, and combating violence. It also aids in establishing functional and accountable state institutions, including security and judicial bodies, contributing to stabilization efforts and a better understanding of human rights and humanitarian law violations.

Job Purpose

The Military Support Coordinator will provide essential Information and Communication Technology (ICT) support services to MONUSCO's military components and Force Headquarters. This role involves coordinating ICT support activities, monitoring service delivery, and ensuring alignment with mission operational priorities. The incumbent will manage force protection technologies, intelligence and situational awareness systems, and ICT project implementation. Additionally, the position requires coordinating with Troop Contributing Countries (TCCs), managing assets, and supporting information management and operational incident response, ultimately contributing to the mission's effectiveness and security.

Responsibilities

Coordinate Information and Communication Technology (ICT) support for military components and Force Headquarters, monitoring tasking and service delivery standards. Oversee ICT support activities provided by contingents, ensuring alignment with mission priorities and coordinating technical requirements. Manage the deployment, operation, and maintenance of mission force protection technologies, including C-RAM and C-UAS systems, and surveillance equipment. Support the operation and maintenance of intelligence and surveillance platforms, including satellite imagery systems, and coordinate technical support for intelligence-supporting ICT infrastructure. Lead ICT project planning, implementation, procurement, and technical evaluation, monitoring schedules, risks, and resources. Manage high-value technology assets, maintain records, and ensure compliance with UN asset management policies. Coordinate activities of contingents supporting military technology projects, monitoring service quality and performance. Support the implementation of UN information and records management policies, providing guidance and monitoring compliance. Assist in operational incident management, coordinating troubleshooting and recovery efforts for system outages and disruptions. Contribute to strategic planning for military technology capabilities, ICT deployment for arriving TCCs, and decommissioning plans. Support training and mentoring of personnel, promoting knowledge transfer and developing local technical capacity.

Work Experience

Requires a minimum of 5 years of progressive professional experience in ICT operations, military communications, infrastructure management, or related technology functions. Experience in managing complex technical projects, operational support, and coordinating multiple stakeholders is essential. Experience in operational or field environments requiring high service availability and supporting military, peacekeeping, or security operations is also required. Desirable experience includes work with force protection technologies, surveillance systems, UN peacekeeping operations, or in hardship duty stations.
