Organizational Context
The International Organization for Migration (IOM) in Ukraine, established in 1996, focuses on understanding migration dynamics and assisting internally displaced persons (IDPs) and conflict-affected populations. IOM Ukraine works to combat human trafficking, improve migration management systems, and promote migrant-inclusive policies. The mission supports recovery and development programming, with its Housing Programme aiming to provide safe, affordable, and energy-efficient housing solutions for vulnerable groups, aligning with government priorities and municipal recovery plans.
Job Purpose
The UN Volunteer will support the monitoring of housing and infrastructure projects, including repairs and rehabilitation of damaged buildings, in close coordination with colleagues, partners, and municipalities. This role involves supporting construction activities for infrastructure repairs and refurbishment across various IOM programmes. The incumbent will also be responsible for following up on the work of contractors and laborers, ensuring projects align with IOM's Housing Programme objectives. The position contributes to providing durable housing solutions for IDPs and other vulnerable groups affected by the crisis in Ukraine, working under the direct supervision of the National Project Officer (Senior Engineer).
Responsibilities
The Site Supervisor Assistant will continuously monitor construction activities and contractors on-site, tracking progress against work plans and budgets, and reporting any potential delays. Responsibilities include assisting the National Project Officer (Senior Engineer) with quality control, documenting progress, and reporting necessary changes or corrections. The role involves conducting technical assessments of damaged buildings and engineering networks, compiling observations to inform repair options, and assisting in drafting Bills of Quantities and Materials. The incumbent will support procurement processes, coordinate with the Supply Chain Unit, and ensure the integration of Housing, Land, and Property (HLP) issues. Updating project trackers for cost, schedule, quality, and Health & Safety (H&S), reviewing as-built documentation, and ensuring strict compliance with H&S measures are key duties. The role also includes compiling inputs for project reports, maintaining proper project filing, adhering to PSEA standards, and participating in coordination meetings with external stakeholders.
Work Experience
Requires 7 years of relevant experience, including supporting construction or rehabilitation projects with site monitoring, documentation, contractor coordination, and reporting. Experience as a site engineer or construction site manager is essential. Familiarity with construction Health & Safety practices, Microsoft Office Suite, and planning software like MS Project is necessary. Knowledge of Ukrainian building codes and proficiency in design software (e.g., AutoCAD) are advantageous.
Skills

Experience in liaising with governmental authorities, international organizations, and working with vulnerable groups is desirable.
