Protection Technology Officer
Organizational Context
MONUSCO, established in 1999 under the UN Department of Peacekeeping Operations, supports the Government of the Democratic Republic of Congo (DRC) in protecting civilians. Its mandate includes reducing threats from armed groups, combating sexual and gender-based violence, and supporting the establishment of functional state institutions. The mission also aims to improve understanding of human rights and humanitarian law violations in the DRC, informing policy and decision-making for security force vetting and operational planning.
Job Purpose
The Protection Technology Officer will manage and maintain protection technologies across MONUSCO facilities, ensuring the operational readiness of systems like Counter-Rocket, Artillery, and Mortar (C-RAM) early warning systems. The role involves overseeing Counter-Unmanned Aircraft Systems (C-UAS), managing surveillance and detection capabilities, and administering integrated command-and-control platforms for enhanced situational awareness. The officer will conduct technical analyses of security events, support incident response, and contribute to strategic planning for technology upgrades, ultimately strengthening the mission's protection measures and building local capacity.
Responsibilities
Manage day-to-day operations, monitoring, and maintenance of protection technologies, including C-RAM early warning systems, ensuring operational readiness and coordinating with vendors. Oversee Counter-Unmanned Aircraft Systems (C-UAS), monitoring RF detection systems, identifying aerial threats, and supporting drone mitigation measures. Manage long-range surveillance systems (EO, IR, thermal, video) and ground surveillance radars, ensuring sensor coverage and integrating assets into mission-wide security operations. Administer integrated command-and-control platforms for sensor fusion, ensuring data flow between security systems and supporting real-time situational awareness. Monitor, document, and investigate security events involving technological threats, conduct technical analyses, and prepare incident reports. Design and conduct training programs on mission protection technologies, develop user manuals, and mentor personnel. Contribute technical expertise to security infrastructure projects, assess new technologies, and support modernization initiatives.
Work Experience
Minimum of 5 years of professional experience in operating, maintaining, or managing security technologies, with demonstrated experience in surveillance, detection, monitoring, or mission protection systems. Experience in challenging operational environments, such as military, peacekeeping, law enforcement, or critical infrastructure protection sectors, is required. Experience in remote or high-risk security environments is also desirable.
Skills
Proficiency in surveillance systems (EO, IR, thermal, VMS), detection technologies (radar, perimeter intrusion, early warning), and Counter-UAS technologies (RF detection, drone identification). Expertise in security integration, including Command-and-Control (C2) and sensor fusion platforms. Strong IT and communications skills, including networked security systems and cybersecurity fundamentals. Flexibility and adaptability for operating in austere, remote, and hazardous environments are essential.
