Mobilisateur communautaire
Organizational Context
The UN Development Programme (UNDP) is the UN's lead agency for international development, operating in approximately 170 countries to achieve the Sustainable Development Goals (SDGs) through integrated solutions. Mali faces escalating climate, environmental, health, and socio-economic risks, exacerbated by climate change and ecosystem degradation. The cities of Mopti and Djenné are particularly vulnerable due to rapid urbanization and recurrent flooding, compounded by security issues and limited institutional capacity.
Job Purpose
This role supports UNDP's efforts to enhance urban resilience in Mopti and Djenné, Mali, by strengthening the national multi-risk early warning information system and integrating disaster risk reduction into local planning. The Community Mobilizer will facilitate community participation, raise awareness on climate risks and prevention, and support the development of local disaster preparedness and response mechanisms. The aim is to improve the production, analysis, coordination, and dissemination of risk information and to build community resilience, with a focus on inclusive, participatory, and gender-sensitive approaches, ensuring the effective inclusion of women, youth, and other vulnerable groups.
Responsibilities
The Community Mobilizer will identify and engage community stakeholders, facilitating their participation in project activities and strengthening local leaders' and organizations' commitment. Responsibilities include organizing awareness campaigns on climate risks, floods, droughts, and epidemics, disseminating preparedness and early warning messages, and promoting the use of SOS Sécurité and FANFAR platforms. The role involves facilitating community consultations, encouraging active participation from vulnerable groups, and ensuring their specific needs are addressed. Capacity building includes organizing training sessions, supporting simulation exercises, and assisting community organizations in developing local response plans. Information gathering involves collecting community data on risks and vulnerabilities, identifying challenges, and contributing to indicator monitoring. Local coordination entails liaising between communities, local authorities, technical services, and the project team, participating in coordination meetings, and resolving implementation issues. Gender and inclusion responsibilities include promoting equitable participation of women and men, ensuring the inclusion of marginalized groups, and raising awareness on protection, gender equality, and social inclusion.
Work Experience
No prior experience is required. However, at least one year of experience in community mobilization or development project animation is desirable. Experience in disaster risk reduction, resilience, environment, local governance, or humanitarian action is a plus. Familiarity with the socio-cultural realities of the Mopti region is also beneficial.
Skills
Excellent community animation and sensitization skills are essential. Strong oral and written communication abilities are required. Proficiency in local languages of the intervention area (Bambara, Fulani, Songhai, Bozo, Dogon, or others) is mandatory. Basic computer skills (Word, Excel) are necessary. Familiarity with digital data collection tools (KoboToolbox, ODK) is an asset.
