Programme Specialist, Gender, GBV and Harmful Practices
Organizational Context
UNFPA is the UN agency dedicated to delivering a world where every pregnancy is wanted, every childbirth is safe, and every young person's potential is fulfilled. Its strategic plan (2022-2025) focuses on ending preventable maternal deaths, unmet need for family planning, and gender-based violence and harmful practices. UNFPA Ethiopia's country programme includes comprehensive sexual and reproductive health services, adolescent and youth empowerment, and population data management. The organization operates with a Country Representative, programme, and operations teams, with a presence across Ethiopia.
Job Purpose
The Programme Specialist will support UNFPA Ethiopia's Gender and Social Norms Unit in coordinating and implementing programs focused on Gender-Based Violence (GBV) and harmful practices, including FGM and child marriage. The role involves providing technical and programmatic support to interventions, fostering social norm transformation, and strengthening partnerships with government and civil society. The assignment will focus on effective planning, implementation, monitoring, documentation, coordination, evidence generation, advocacy, and ensuring the sustainability of interventions. Key stakeholders include government ministries, regional institutions, UN agencies, development partners, and civil society organizations working on gender equality.
Responsibilities
The UN Volunteer will support the planning, implementation, and follow-up of GBV and harmful practices programs and partner workplans. This includes providing technical and programmatic support for interventions on FGM, child marriage, GBV prevention and response, social norm transformation, and community engagement. The role involves supporting national and regional initiatives for harmful practices-free communities and sustained social norm change, and integrating GBV programming across UNFPA interventions. Responsibilities also include reviewing program documents, supporting coordination with various stakeholders, participating in technical working groups, monitoring program implementation and expenditure, and analyzing data. The volunteer will contribute to reporting, documenting lessons learned, supporting research and data systems, developing knowledge products, and assisting in resource mobilization efforts.
Work Experience
A minimum of 5 years of relevant experience in gender equality, GBV, harmful practices, FGM, child marriage, or social/gender norm transformation is required. Experience in program planning, implementation, monitoring, reporting, and coordination is essential. Knowledge of Ethiopia's policy environment related to gender equality and GBV is beneficial. Proficiency in MS Office applications and strong analytical, coordination, and communication skills are necessary.
