Organizational Context
The United Nations Development Programme (UNDP) is the UN's global development network, supporting countries in achieving sustainable development and poverty reduction. In the Central African Republic (CAR), UNDP supports national priorities outlined in the National Development Plan (PND) and the government's development trajectory. The country office is strengthening its Programme team to effectively implement stabilization programs, foster local economic transformation, and ensure efficient project management, reporting, and closure.
Job Purpose
The UNDP in CAR seeks a Programme Specialist Volunteer to bolster its Programme team. This role is crucial for the rapid and effective implementation of activities, ensuring regular financial monitoring, high-quality reporting, and the operational and financial closure of completed projects. The incumbent will support the formulation of new projects and programmes, contributing directly to the country's stabilization efforts and the transition towards economic transformation. This position is key to achieving the country's development goals and strengthening national capacities.
Responsibilities
The Programme Specialist will report to the Team Leader for Stabilization and Peacebuilding. Key responsibilities include: Strategic Watch, Project Design, and Formulation: Continuously analyze donor priorities in CAR (EU, World Bank, PBF) to identify funding opportunities. Draft project documents according to UNDP quality standards and present them for approval. Prepare and service steering committee meetings. Resource Mobilization and Strategic Partnerships: Develop concept notes for new projects and prepare advocacy notes for management on partnership and funding opportunities. Lead the response process for funding opportunities, from technical scoping to final submission. Prepare financing agreements and support agreements with implementing partners, ensuring compliance with UNDP legal rules. Represent UNDP in UN Country Team (UNCT) working groups for joint project formulation and coordination. Quality Assurance and Strategic Alignment: Ensure project proposals align with the UNDP CAR Country Programme Document (CPD), PND, and UN Sustainable Development Cooperation Framework (UNSDCF). Contribute to annual results-oriented reports (ROAR) and project/office annual reports. Verify the quality of reports and expenditure justifications from implementing partners. Knowledge Management and Capacity Building: Document best practices, lessons learned, and project formulation methodologies. Contribute to training and knowledge sharing for the programme team and local partners.
Work Experience
Minimum of three years of relevant professional experience in development project formulation and management. Proven field experience in post-conflict, humanitarian crisis, or transition countries is essential, with experience in Sub-Saharan Africa being a significant asset. Experience in resource mobilization from multilateral and bilateral partners is required. Strong experience with the Quantum platform for financial monitoring and budget revisions is highly desirable. Familiarity with UNDP or UN agency operational procedures, quality standards, and programming cycles is strongly preferred.
