Organizational Context

The United Nations Development Programme (UNDP) is the UN's global development network supporting countries in achieving human development and Sustainable Development Goals. In the Central African Republic (CAR), UNDP supports national priorities and government development strategies. The country office is strengthening its Programme team to effectively implement stabilization programs, monitor finances, ensure quality reporting, and manage project closures, aligning with the Country Programme Document and national development plans.

Job Purpose

The UNDP in CAR seeks a National Project Analyst Volunteer to bolster its Programme team. This role is crucial for the rapid and effective implementation of stabilization activities and the formulation of new projects focused on consolidating stabilization gains and transforming local economies. The volunteer will support project formulation, ensure efficient activity execution, conduct regular financial monitoring, deliver high-quality reporting, and contribute to the operational and financial closure of completed projects. This position directly supports the country's development trajectory and population needs.

Responsibilities

Under the direct supervision of the Stabilization and Peacebuilding Team Leader, the National UN Volunteer Project Analyst will: 1. Project Design and Formulation: Analyze donor priorities (EU, World Bank, PBF) to identify funding opportunities. Draft project documents adhering to UNDP quality standards. Prepare for and support Local Project Appraisal Committee (LPAC) meetings and Steering Committee meetings, including secretarial duties. 2. Resource Mobilization and Partnerships: Develop concept notes for new project ideas to enhance the programme pipeline. Prepare financing agreements with partners, ensuring compliance with UNDP legal rules. Coordinate joint projects with other UN agencies. 3. Quality Assurance and Strategic Alignment: Ensure all project proposals align with the UNDP CAR Country Programme Document, the National Development Plan, and the UN Sustainable Development Cooperation Framework (UNSDCF). Contribute to the Results-Oriented Annual Report (ROAR) and annual project/office reports. 4. Knowledge Management and Capacity Building: Document best practices, lessons learned, and project formulation methodologies. Participate in and contribute to training sessions for the programme team and local partners, promoting knowledge sharing.

Work Experience

A minimum of three years of relevant professional experience in the formulation and management of development projects is required. Strong experience with the Quantum platform for financial monitoring, fund allocation, and budget revisions is essential. Familiarity with UNDP or UN agency operational procedures, quality standards, and programming cycles is highly desirable. Prior field experience in the Central African Republic or other sub-Saharan African countries is a significant asset.
