Humanitarian Emergency Project Management Specialist
Organizational Context
The United Nations Population Fund (UNFPA) is the lead UN agency for sexual and reproductive health, aiming to ensure every pregnancy is wanted, every childbirth is safe, and every young person realizes their full potential. UNFPA has been active in Guinea for decades, supporting its national development priorities. The current Country Programme (2024-2028) aligns with the UN Sustainable Development Cooperation Framework and focuses on improving access to quality sexual and reproductive health services, including emergency obstetric care, adolescent health, and gender-based violence prevention, particularly for vulnerable populations. This assignment is part of a project to enhance maternal and neonatal health services and combat GBV through digitalization in a humanitarian context marked by floods and epidemics.
Job Purpose
This United Nations Volunteer (UNV) assignment supports an UNFPA project in Guinea focused on enhancing maternal and neonatal health services and combating gender-based violence (GBV) through digital solutions in a humanitarian context. The UN Volunteer Project Officer will contribute to the planning, implementation, and monitoring of project activities, ensuring quality assurance and timely delivery. Key contributions include supporting the development of work plans, collecting and analyzing project data, preparing progress and final reports for stakeholders and the Japanese government, and participating in project review meetings. The role aims to improve results-based programming, increase access to SRH services via mobile clinics, build capacity of midwives on GBV prevention and digital tools, enhance coordination, and ensure the systematic application of age, gender, and diversity perspectives in all project activities.
Responsibilities
The UN Volunteer Project Officer will support the UNFPA Country Representative a.i. and Project Coordinator in managing a humanitarian project. Key responsibilities include: Planning and Implementation: Assisting in the development of quarterly work plans and contributing to the planning and execution of project interventions, ensuring quality control and monitoring of activities. Technical and Financial Monitoring: Collaborating with the M&E team to develop a project monitoring and evaluation plan with integrated indicators. This involves collecting and analyzing technical and financial data, preparing semi-annual and annual project reports for stakeholders, and participating in relevant meetings. The role also includes supporting project reviews to identify best practices and lessons learned, and ensuring the quality assurance of the final project report. Expected Results: The volunteer will contribute to improved results-based programming by supporting increased access to essential sexual and reproductive health services, capacity building for midwives on GBV prevention and digital tools, enhanced coordination and communication, and ensuring the systematic application of age, gender, and diversity perspectives in all project activities. This includes coaching and mentoring national staff and healthcare providers, and documenting achievements for data management in emergency situations.
Work Experience
Requires at least three years of national and/or international professional experience in humanitarian project management, including monitoring and evaluation, project coordination with governmental structures, or relevant programs. Experience in a humanitarian context or with UN/international development organizations is an asset. Proficiency in Microsoft Office, database management, and strong report-writing and interpersonal skills are essential. Familiarity with communication for development tools and a demonstrated interest in sexual and reproductive health, gender equality, and volunteerism are also valued.
