Organizational Context
The United Nations Conference on Trade and Development (UNCTAD) is the primary UN body for trade and development issues, established in 1964. It assists developing countries in leveraging globalized economies for inclusive and sustainable development through economic analysis, consensus-building, and technical assistance. UNCTAD specifically supports Liberia's trade modernization, capacity building, and digital customs management initiatives.
Job Purpose
This role supports UNCTAD's mission in Liberia by contributing to the implementation and enhancement of the Automated System for Customs Data (ASYCUDA). The IT Systems Analyst will be instrumental in developing and programming specific modules and features for ASYCUDA, ensuring its effective operation for international trade and transport. The position involves providing crucial IT support to the Liberian Customs IT team and creating essential technical documentation. The ultimate goal is to strengthen Liberia's customs management systems and facilitate trade, aligning with UNCTAD's broader objectives for sustainable development.
Responsibilities
The IT Systems Analyst will be responsible for developing and programming specific modules and new features for the Automated System for Customs Data (ASYCUDA) within the Liberian context. This includes providing essential information technology (IT) support to the Liberian Customs IT team as needed to ensure the smooth operation of the ASYCUDA system. Additionally, the role requires the creation of comprehensive technical documentation for the ASYCUDA system in Liberia. These duties are crucial for enhancing customs management, facilitating international trade, and supporting Liberia's digital transformation efforts in this sector.
Work Experience
A minimum of 7 years of experience is required, with 5 years of relevant experience. This includes at least 3 years with a Master's degree or 5 years with a Bachelor's degree in software application development. Experience in designing and developing complex information management systems using Java, including web services, and proficiency in RDBMS management and SQL with Oracle are essential. Familiarity with Linux and Agile methodologies is desirable.
