The United Nations Conference on Trade and Development (UNCTAD) is a key UN body focused on trade and development, supporting developing countries in navigating the global economy. It provides analysis, fosters consensus, and offers technical assistance. In Liberia, UNCTAD specifically aids in trade modernization, capacity building, and the implementation of digital customs management systems like ASYCUDA, which streamlines international trade operations.
Job Purpose
This role involves developing and programming specific modules and features for the Automated System for Customs Data (ASYCUDA) in Liberia. The IT Systems Developer will provide essential IT support to the Liberian Customs IT team, ensuring the smooth operation and maintenance of the ASYCUDA system. Additionally, the position requires the creation of comprehensive technical documentation for ASYCUDA. The objective is to enhance the efficiency and effectiveness of customs management processes in Liberia through robust IT solutions and support, contributing to trade modernization and sustainable development goals.
Responsibilities
The IT Systems Developer will be responsible for the design, development, and programming of specific modules and new features for the ASYCUDA system, tailored to the needs of Liberia. This includes writing clean, efficient, and maintainable code. The role also entails providing direct IT support to the Liberian Customs IT team, troubleshooting issues, and ensuring the operational continuity of the ASYCUDA platform. Furthermore, the developer will be tasked with creating detailed technical documentation, user manuals, and guides for the ASYCUDA system, ensuring knowledge transfer and system understanding within the local team. This work directly supports UNCTAD's mission in Liberia.
Work Experience
A minimum of 7 years of overall experience is required, with at least 5 years of relevant experience. This includes 3 years post-Master's or 5 years post-Bachelor's in software application development. Mandatory experience includes designing and developing RESTful APIs using Java (Quarkus, Spring Boot) and proficiency in front-end JavaScript development. Familiarity with Docker, Kubernetes, and CI/CD tools is desirable, as is experience with Agile methodologies.
Skills
Key competencies include adaptability, flexibility, creativity, planning, organizing, and professionalism. Technical skills required encompass software development, particularly in Java (Quarkus, Spring Boot) and JavaScript for front-end development. Experience with API design, microservices architecture, containerization (Docker, Kubernetes), CI/CD tools, and Agile project management is also important. Expertise areas include data science, information management, AI, and IT telecommunications.
