Organizational Context

The United Nations Conference on Trade and Development (UNCTAD) is the UN's primary institution for trade and development, established in 1964. UNCTAD provides economic analysis, fosters consensus, and offers technical assistance, focusing on trade, investment, finance, and technology for sustainable development. In Liberia, UNCTAD supports trade modernization, capacity building, and digital customs management, utilizing its ASYCUDA system.

Job Purpose

This role supports UNCTAD's mission in Liberia by providing expertise in customs and partner government agency (PGA) automation. The incumbent will offer functional support to these agencies, focusing on the implementation and utilization of the Automated System for Customs Data (ASYCUDA). A key responsibility will be to develop and write specification and user guide documentation for ASYCUDA, ensuring effective adoption and operation of the system. This contribution is vital for enhancing trade efficiency and modernizing customs procedures in Liberia, aligning with UNCTAD's broader objectives for inclusive and sustainable development.

Responsibilities

The Customs Expert will provide specialized expertise in the automation of customs and Partner Government Agency (PGA) processes. This includes offering functional support to both customs authorities and PGAs to ensure the smooth operation and effective use of the Automated System for Customs Data (ASYCUDA). A significant duty will involve the creation of comprehensive documentation, specifically writing specifications and user guides for the ASYCUDA system tailored for the Liberian context. This role is crucial for enhancing the efficiency and modernization of trade procedures through digital solutions.

Work Experience

A minimum of 7 years of experience is required, with at least 5 years of relevant experience. This includes a mandatory 3 years (with a Master's) or 5 years (with a Bachelor's) in project/programme management, administration, or a related field, specifically including experience in the digitalization of customs procedures. Experience in delivering training and writing user documentation is desirable. Familiarity with Agile methodologies and project management tools is also beneficial.
