Child Rights and Results Supporting Specialist
Organizational Context
UNICEF is mandated by the UN General Assembly to advocate for children's rights, meet their basic needs, and expand their opportunities. In Kyrgyzstan, significant progress has been made in advancing child rights and social systems, guided by national development frameworks. However, challenges persist in ensuring equitable access to quality services and systematically monitoring results, particularly for vulnerable children. The country is committed to implementing the Convention on the Rights of the Child, with recent recommendations providing a framework for strengthening implementation and accountability.
Job Purpose
This role provides crucial technical coordination, documentation, and process support to UNICEF's child rights and results monitoring activities in Kyrgyzstan. The assignment aims to strengthen process management, documentation, and knowledge management around agreed priorities. The specialist will support the timely preparation, organization, follow-up, and documentation of key activities, including consultations and workshops. This role is essential for consolidating information, documenting progress, and supporting evidence-informed dialogue with national partners, ultimately contributing to the effective implementation of child rights initiatives and the development of future country programmes.
Responsibilities
The UN Volunteer will support the Planning, Monitoring and Evaluation (PME) Specialist and Child Protection (CP) Specialist in various child rights and results monitoring activities. Key responsibilities include assisting in the preparation of background materials, documentation, and follow-up for joint work plans with Parliament and the Child Rights Commissioner's Office. The role involves collecting, compiling, and analyzing programme information, preparing drafts for briefing notes, and monitoring implementation progress. Additionally, the volunteer will support the development of the new UNICEF Country Programme (2028-2032) by organizing consultations and analyzing evidence. Contributions to research, studies, and evaluations, as well as improving documentation, tracking, and knowledge management, are expected. The role also entails supporting the monitoring, documentation, visibility, and knowledge management of programme results, including capturing lessons learned and success stories.
Work Experience
A minimum of three years of relevant professional experience is required. This includes a strong understanding of results-based management, planning, monitoring, reporting, and evidence-informed programming. Experience with child rights principles and monitoring mechanisms, coordinating multi-stakeholder meetings, and strong analytical skills are essential. Proficiency in Microsoft Office applications and excellent communication, presentation, and writing skills are also necessary.
