The World Health Organization (WHO) is the UN specialized agency for health. WHO-SEARO, based in New Delhi, supports eleven Member States in strengthening health systems, advancing universal health coverage, and protecting populations from health emergencies. Within WHO-SEARO, the Department of Health Systems Development focuses on digital health and AI. WHO-SEARO is a partner in implementing India's Strategy for Artificial Intelligence in Healthcare (SAHI), supporting Pillar I and Pillar III.
Job Purpose
This role provides dedicated technical support to Pillar III of the SAHI Secretariat, focusing on health workforce capacity, AI literacy, institutional capacity, and change management for AI adoption in health service delivery. The assignment involves supporting the drafting, validation, and monitoring of Pillar III's implementation roadmap. The UN Volunteer will contribute to developing AI literacy and capacity-building programs for health workers, coordinate with training institutions and professional bodies for AI integration into curricula, and assess institutional capacity for AI adoption. The position aims to facilitate the safe, accountable, and inclusive integration of AI into India's health system.
Responsibilities
Support the drafting, refinement, and finalization of Pillar III implementation roadmap actions related to workforce capacity, AI literacy, institutional capacity, change management, and workflow integration. Design frameworks, competency maps, and learning content for AI-literacy and capacity-building programs for various health cadres. Coordinate with training institutions, health departments, and professional bodies to integrate AI literacy into curricula. Assess institutional capacity for AI adoption and develop change management strategies. Identify and address adoption barriers at different health system levels. Prepare technical notes, decision briefs, and background papers for relevant committees. Contribute workforce and change management inputs to cross-cutting Secretariat products and implementation pilots. Support regional validation consultations and consolidate feedback. Track progress of lead and supporting agencies against roadmap milestones, flagging risks and dependencies. Document India's experience in health workforce and change management for AI adoption for regional learning.
Work Experience
Requires at least seven years of professional experience in health workforce capacity building, curriculum design, health professions education, health system change management, or implementation support. Experience with UN systems or international development organizations is an asset. Demonstrated experience in designing and delivering large-scale capacity-building programs for health workers, ideally including digital or AI tools, is essential. Familiarity with India's health workforce landscape and digital health ecosystem is beneficial.
