National Peaceful Elections Officer
Organizational Context
The United Nations Development Programme (UNDP) is a key UN agency supporting international development across 170 countries for over 60 years. In Papua New Guinea (PNG), UNDP partners with the government and civil society to foster inclusive growth, effective governance, and sustainable development. The 2024-2028 Country Programme focuses on Gender Equality, Governance, Peace and Social Cohesion, Climate and Environment, and Sustainable Economic Transformation. The Governance, Peace and Gender Portfolio specifically addresses peaceful elections, women's political participation, and conflict resolution.
Job Purpose
This role supports the "Support to Peaceful Elections in PNG (SPE)" initiative, a joint UN project convened by UNDP in response to the Government of PNG's request for electoral assistance. The initiative aims to address critical gaps in electoral processes, particularly at the provincial level, and strengthen institutions involved in mitigating violence and resolving electoral disputes. The objective is to enhance the transparency, inclusivity, and credibility of upcoming parliamentary elections in 2027, thereby bolstering the legitimacy of elected governments and reducing electoral violence, which has been a growing concern.
Responsibilities
The UN Volunteer will provide technical support for election preparations and emerging situations, briefing UN and UNDP Senior Management. This includes organizing and delivering training and capacity development initiatives for electoral stakeholders. The role involves coordinating with Participating UN Organizations within the SPE project, including facilitating joint team meetings, and supporting coordination with Development Partners through PNGEC-led Donor Coordination activities. Partnership management with key electoral stakeholders like the PNG Electoral Commission and the Registry of Political Parties will be crucial. Additionally, the volunteer will support the secretariat for the project Steering Committee and reference group, monitor project indicators, and draft donor reports and communications materials.
Work Experience
A minimum of 3 years of relevant professional experience is required in democratic governance, elections, institutional strengthening, international development, or human rights. Experience in electoral assistance, including logistics, operations, or electoral system reform, is beneficial. Previous experience in fragile and conflict-affected settings is an advantage. Strong communication, drafting, and report-writing skills are essential, as is the ability to work effectively under pressure in a complex environment.
