Organizational Context

The Ibero-American Program for the Strengthening of South-South Cooperation (PIFCSS) is an intergovernmental initiative promoting South-South and Triangular Cooperation among 21 Ibero-American countries. Established in 2008, it facilitates the exchange of knowledge, capacities, and best practices through a horizontal model. Since February 2026, Uruguay hosts the Program's Technical Unit and its presidency, committed to enhancing regional cooperation. The PIFCSS operates with a medium-term strategy focused on strengthening national cooperation systems, triangular cooperation, decentralized cooperation, and its global positioning.

Job Purpose

The purpose of this assignment is to create a looped audiovisual piece titled "Territorios que conectan" (Connecting Territories). This video will visually represent the 11 initiatives approved under the METSS 2026 Call, highlighting the specific pairs of territories and countries involved in each initiative. The content will be used for the "Ibero-American Dialogue 2026 on Decentralized South-South and Triangular Cooperation" event in Puebla, Mexico. The volunteer will translate provided data, including territory pairings and institutional visual guidelines, into a dynamic and engaging visual narrative suitable for both live streaming and in-room projection, contributing to the visibility and impact of the METSS program.

Responsibilities

Develop a looped audiovisual piece, "Territorios que conectan," showcasing the 11 initiatives from the METSS 2026 Call. Visually identify the connected territories and countries within each initiative. Translate provided data, such as territory pairs and country information, into dynamic and clear visual elements. Adhere to the provided institutional visual identity guidelines and creative direction. Produce content suitable for both live streaming (Zoom Webinar/YouTube Live) and projection on room screens, ensuring it is concise and engaging. Collaborate remotely with the PIFCSS Technical Unit, demonstrating creativity, attention to detail, and the ability to work within a diverse and intercultural team.

Work Experience

Required experience includes proficiency in 2D animation, motion graphics, and video editing. Experience with animation tools such as Adobe After Effects, Premiere, Blender, or Adobe Animate is necessary. Demonstrated ability to translate data into visually appealing and dynamic content within a defined brand identity is also required. Experience producing looped content for live streaming and screen projection is essential.

Skills

Key skills include expertise in 2D animation, motion graphics, and video editing. Proficiency with animation software (e.g., Adobe After Effects, Premiere, Blender, Adobe Animate) is crucial. The volunteer must possess the ability to create dynamic and clear visual representations of data, adhere to institutional visual guidelines, and produce looped content.
