Organizational Context

The Ibero-American Program to Strengthen South-South Cooperation (PIFCSS) is an intergovernmental initiative promoting South-South and Triangular Cooperation through knowledge exchange among 21 Ibero-American countries. Since February 2026, Uruguay hosts the PIFCSS Technical Unit and its presidency, committed to enhancing regional cooperation. The program operates under a 2024-2030 strategy focused on strengthening national systems, triangular cooperation, decentralized cooperation, and global positioning, alongside improving PIFCSS governance.

Job Purpose

This role supports the Ibero-American Dialogue 2026 on Decentralized South-South Cooperation, a key event for strengthening this cooperation modality. The volunteer will systematize the learnings and emerging issues from the dialogue, which brings together cooperation institutions, subnational governments, academia, and allied organizations from across Ibero-America. The objective is to transform the event's outcomes into a valuable knowledge product for the PIFCSS. This product will be reusable by the Technical Unit and member countries for knowledge management, communication of results, and planning future dialogues and exchange initiatives, ensuring the continuity and impact of the program's work.

Responsibilities

The volunteer will monitor the Ibero-American Dialogue 2026 on Decentralized South-South Cooperation, held on September 29-30, 2026, in Puebla, Mexico, with both in-person and virtual participation. Key responsibilities include following the event's proceedings via virtual transmission and developing content that captures the main emerging issues from each panel. This involves identifying key ideas, tensions, lessons learned, best practices, and open questions, as well as the overall conclusions of the meeting. The volunteer will transform this experience into a knowledge product for the Program, such as a systematization report, synthesis document, or related communication pieces, to be defined in coordination with the PIFCSS Technical Unit. The process will be overseen by the PIFCSS Technical Unit.

Work Experience

Required experience includes proven ability in reporting, systematizing experiences, or developing knowledge reports and notes. Candidates should demonstrate strong analytical and synthesis skills to identify emerging issues, tensions, learnings, and best practices from extensive discussions. Proficiency in Spanish writing is essential for producing clear and organized content from various sources.

Skills

Essential skills include strong reporting and knowledge systematization capabilities, with the ability to analyze and synthesize information from discussions and presentations. Excellent written Spanish is required for clear content creation. Familiarity with or interest in South-South and Triangular Cooperation, particularly Decentralized Cooperation, is valued. The role also requires collaborative and remote work skills, autonomy, and adherence to deadlines.
