Job Purpose
The UN Volunteer will support the monitoring of housing and infrastructure projects, including repairs and rehabilitations of damaged buildings, in close coordination with colleagues, partners, and municipalities. The role involves assisting in technical assessments, quality control, and documentation of construction activities. The incumbent will also support construction activities for other IOM programmes, overseeing contractors and laborers, and ensuring compliance with project plans, budgets, and safety standards. This position contributes to IOM's efforts in providing humanitarian response and recovery programming, specifically within the Housing Programme, to ensure durable solutions for crisis-affected populations.
Responsibilities
Monitor construction activities and contractors on-site, tracking progress against work plans and budgets, and reporting potential delays. Assist in conducting quality control, documenting progress, and reporting necessary changes or corrections. Support technical assessments of damaged buildings and engineering networks, compiling observations for repair proposals. Aid in drafting Bills of Quantities and Bills of Materials according to national legislation and IOM standards. Coordinate with the Supply Chain Unit on procurement processes and delivery of programme items. Integrate Housing, Land, and Property (HLP) issues into project implementation. Update programme trackers for cost, schedule, quality, and Health & Safety (H&S). Review as-built documentation for completeness and correctness. Ensure strict compliance with H&S measures and report any issues. Compile inputs for project reports and maintain proper project filing. Adhere to IOM's policy on the Prevention of Sexual Exploitation and Abuse (PSEA). Participate in coordination meetings with external stakeholders and relevant working groups.
Work Experience
Requires seven years of experience in supporting construction or rehabilitation projects, including site monitoring, documentation, contractor coordination, and reporting. Experience in liaising with governmental authorities, international institutions, and NGOs is essential. Experience working with vulnerable groups such as migrants and IDPs is required. Familiarity with construction Health & Safety practices, Microsoft Office Suite, and planning software (e.g., MS Project) is necessary. Knowledge of Ukrainian building codes and proficiency in design software (e.g., AutoCAD) are advantageous.
Skills
Demonstrated competencies in Teamwork, Delivering Results, Managing and Sharing Knowledge, Accountability, and Communication are expected. Technical skills include Engineering and construction expertise. Ability to monitor construction activities, document progress, and ensure compliance with safety standards is crucial. Proficiency in relevant software and knowledge of local construction techniques and materials are also important.
