IOM Ukraine supports humanitarian response, recovery, and development programming, working with national and local authorities. The Housing Programme specifically aims to expand access to safe, affordable, and energy-efficient housing for vulnerable groups through rehabilitation, repair, and new construction projects, aligning with government priorities.
Job Purpose
The UN Volunteer Site Supervisor Assistant will support IOM's Housing Programme in Ukraine, contributing to durable solutions for crisis-affected populations. The role involves monitoring housing and infrastructure projects, including repairs and rehabilitations of damaged buildings, in coordination with colleagues, partners, and municipalities. The incumbent will also assist with construction activities for other IOM programmes, overseeing contractors and laborers. This position is crucial for ensuring the quality, progress, and compliance of housing interventions, directly impacting the provision of safe and adequate shelter for vulnerable groups in the Chernivtsi Oblast.
Responsibilities
The Site Supervisor Assistant will continuously monitor construction activities and contractors on-site, tracking progress against plans and budgets, and reporting delays. Responsibilities include assisting with quality control, documenting work progress, and reporting necessary changes or corrections. The role involves conducting technical assessments of damaged buildings and engineering networks, compiling inputs for proposed repair options, and assisting in drafting Bills of Quantities and Materials. Coordination with the Supply Chain Unit for procurement and delivery of items is also required. The incumbent will support the integration of Housing, Land, and Property (HLP) issues, update project trackers for cost, schedule, quality, and Health & Safety (H&S), and review as-built documentation. Ensuring strict compliance with H&S measures and adhering to IOM's PSEA policy are critical. The role also includes compiling reports, maintaining project files, and participating in coordination meetings with external stakeholders.
Work Experience
Requires a minimum of seven years of relevant professional experience. This includes proven experience supporting construction or rehabilitation projects, with responsibilities in site monitoring, documentation, contractor coordination, and reporting. Experience working as a site engineer, foreman, or construction site manager on civil or rehabilitation projects is essential. Familiarity with construction Health & Safety practices, knowledge of Microsoft Office Suite and planning software (e.g., MS Project), and proficiency in design software (e.g., AutoCAD) are highly desirable. Knowledge of Ukrainian building codes and local construction techniques is also beneficial.
