Programme Policy Officer - Humanitarian-Development Integration

Organizational Context

The World Food Programme (WFP) in Mozambique operates under a Country Strategic Plan (2022-2026) focused on enhancing food security, nutrition, and resilience. WFP addresses both immediate humanitarian needs and underlying causes of hunger, linking emergency assistance with early recovery and development efforts. The organization collaborates with government, donors, NGOs, and UN agencies to support vulnerable populations, including refugees and internally displaced persons, fostering self-reliance and peace.

Job Purpose

This role supports WFP Mozambique's commitment to ensuring vulnerable populations have access to food and essential needs, particularly through Strategic Outcome 1. The position is crucial for linking emergency food assistance with long-term resilience-building initiatives, supporting refugees, IDPs, and communities in their transition from dependency to self-reliance. The incumbent will contribute to projects like the 'Call to Action' initiative and Durable Solutions workstream, advocating for integrated approaches that align humanitarian, development, and peace efforts. The role aims to strengthen food security, nutrition, and inclusion into development programs, fostering self-reliance and community resilience against future shocks.

Responsibilities

The UN Volunteer will contribute to WFP's efforts in emergency preparedness and response, focusing on sustainability and the transition to long-term solutions. Key tasks include providing project support to the 'Call to Action' initiative for refugee self-reliance, and representing WFP in national Durable Solutions discussions to align programming with UN initiatives and operationalize the humanitarian-development-peace nexus. The role involves developing guidelines and strategies linking emergency aid to self-reliance activities, and fostering partnerships with various organizations. Additionally, the volunteer will liaise with WFP offices globally to share best practices, assist in advocacy for donor engagement, organize knowledge-sharing sessions, and support systems for staff engagement through success stories. Deployment for transitional programming and emergency support may be required.

Work Experience

A minimum of three years of relevant experience is required, including work in emergency conditions due to natural or man-made disasters. Experience in transitional programming, moving from humanitarian assistance to long-term solutions, is essential. Strong coordination, networking, and organizational skills are necessary, along with familiarity with UN initiatives like the refugee 'Call to Action' and Durable Solutions. Information and knowledge management skills are also important.
